The contents of tins already on hand and of tins which arrive have got to be used quickly by the prisoner of war after paying attention t0 security censorship." The International Red Cross committee was informed that tinned goods would 'be punctured as soon as they arrived to force immediate consumption. The delegates immediately requested this order to be rescinded or modified since it would create additional problems of supplying camps with food parcels. The order in effect removes the right to establish reserve supplies of food and clothing in prisoner of war camps, but some reserve supplies in warehouses outside of the camps may not be affected. The German High Command advises that the order was given to forestall large quantities of tinned goods falling eventually into the hands of partisan groups. Recently an agreement has been reached whereby a reserve supply of food packages sufficient for one month's distribution has been authorized by the German High Command, if these parcels are stored outside the camp. The Camp spokesmen will be charged with the control of entry and exit to this warehouse reserve of parcels which are never to exceed eight weeks' supply. AID TO SCOFIELD It has been called to the attention of Post Offices throughout the United States that there are thousands of packages for transmission to our armed forces overseas arriving at ports of embarkation in a damaged condition. This necessitates the maintenance of a large force of employes to repack the damaged parcels in condition so they will safely reach those for whom they are intended, E. F. Marchetti, Helper postmaster reported this week. Some contributing factors to this damage are: (a) Shipping containers are made of material too light and brittle to carry the contents safely. They should not be used, but rather all articles should be packed in boxes of metal, wood, solid fiberboard. or , strong doublefaced corrugated 200 at least pounds. testing (b) Outer wrappings and cord are too thin and too light to withstand the strain.
