The rating was determined in accordance with the Software Capability Maturity Model developed by the Software Engineering Institute at Carnegie Mellon University. "In the early '90s our division set the goal to achieve this level. Through process improvement we saw the value of customer satisfaction and continued process improvement," said David Putman, software engineering process group lead, "This is the model we chose to implement to work the process improvement." The Software Capability Maturity Model and its associated assessment tool have been extensively used by software development organizations since 1987. More than 700 organizations have been assessed to date. The SEI is a federally funded research and development center. It was organized in the mid '80s to help the Department of Defense address recurring weapon system software problems related to significant cost and schedule overruns and poor quality. It was noted at the evaluation outbrief that "No significant weaknesses were observed" in any area studied. It was also noted that the Software Engineering Division is composed of professionals who are highly motivated, very experienced and knowledgeable, proud of the significance of the work they perform, cooperative in their team work, and focused on product quality and continual improvement. Another of the organization's strengths mentioned in the outbrief was that they integrate software engineering activities to produce correct, consistent software products effectively and efficiently. On the assessment team were nine experts in the software engineering field. Six assessors were either certified or in the process of being certified by SEI as lead assessors. Three lead assessors, Mark Paulk, Donna Dunaway, and Brian Larman are from SEI. The other team members included Bonnie Bollinger and Millee Sapp from Warner Robins AFB.Ga.; David Putman, Pat Cosgriff and David Haakenson from the Ogden Software Engineering Division; and Mike Ballard from the : Software Technology Support Cerrtrr.
