The Environmental Management Directorate, Ogden Air Logistics Center, Hill Air Force Base, is requesting Utah Department of Environmental Quality (UDEQ) approval on four plans to operate landfills at each of nine bomb waste stockpile areas in four target ranges located within UTTR property. In addition, a landfill cover is being proposed for , the inactive portion of the Oasis Landfill. wmrtr-tnr- l and General Maintenance and Repairs! ' . the UTTR as a test and training facility for the Department of Defense (DOD). The primary objectives of the UTTR are to provide isolated areas for pilot training, testing rockets, firing munitions, housing target facilities, and conducting disposal activities. At target ranges practice bombs, artillery, and rockets are dropped at both practice bombs, shells, stationary and moving targets. Bomb wastes proposed for landfilling include rockets, target wastes, and associated materials that contain no hazardous waste, explosive residue, live bombs, or other explosives. Lawn mowers Chalnsaws Weed Eaters All Terrain Vehicles Motorcycles Snow Blowers Hill AFB has chosen to pursue landfilling the bomb wastes on site in Class IV landfills for the following reasons: (1) in the event a recycling vendor cannot be found, (2) the area is remote and difficult to regularly access with large equipment, and (3) the logistics and the cost of transporting the bomb wastes to another site is prohibitive and would increase both fugitive dust and vehicle emissions. Because the UTTR is an active test and training facility, access to the area is highly restricted. Safety concerns for landfill workers are limited to potential cuts from exploded steel and aluminum bomb casings. By disposing the bomb wastes in permitted landfills with access restrictions, risk of exposure to such safety concerns will be minimized.
