Organizationally, the Air Force will retain the integrated manpower tnd quality policy functions under the Air Force Directorate of Programs and Evaluation. To provide Air Force-widcorporate focus, the Air Force will establish the Air Force Center for Quality and Management Innovation, a field operating agency at Randolph AFB, Texas, that will report to the Air Force director of Programs and Evaluation. The center will integrate the functions of the Air Force Quality Institute currently at Maxwell AFB, Ala., and Randolph's Air Force Management Engineering Agency. "The center's mission will concentrate on strategic planning, process improvement, applying modern business practices and looking at opportunities to outsource and privatize more functions. Basically, they will focus on better defining the resource needs for tomorrow's Air Force. The new center will conduct a complete scrub of the Air Force's infrastructure and business practices aimed at securing the best value for our missions," Fogleman said. The realignment will mean changes at major command, wing and center levels. At the command level, both manpower and quality functions will fall under the Directorate of Plans and Programs. This new agency, called the command's Quality and Management Innovation Flight or Squadron, will integrate similar capabilities found in the command's quality office and management engineering flight," the general said. At wing and center level the Air Force will consolidate the manpower and quality functions into a new manpower and quality office that reports directly to the commander.More than 240 additional fispeople will be added to the offices in cal 1997. "We are adding a minimum of three highly skilled experts with more positions at larger bases to enhance the capability currently found at this level These teams of experts will help commanders resource decimake more sions by processes and deorganizations for veloping command-directe- d outsourcing and privatization efforts," Fogleman said. Air Force Reserve, Air National Guard, Air Force FOAs and direct reporting units will retain flexibility to align their quality functions to best support their mission, but are encouraged to migrate to this integrated structure where possible, Fogleman added.
