Increase OUSOirtR)UPP)COUPENSATION Military raises hung up in budget battle President Bill Clinton has vetoed the 1996 Defense Authorization Bill What does that mean? Military members shouldn't plan on seeing a raise in their paycheck, and January h they shouldn't expect their pay statements to be on time. For the moment, the president has issued an executive order giving military members a 2 percent pay increase and food and housing allowances. The 2 percent was the maximum amount he could approve by law. However, this falls short of the amount expected and shown on the official pay schedule included in this week's Hilltop Times. Clinton has, however, asked Congress to pass legislation implementing a 2.4 percent increase in pay and a 5.2 percent increase in housing allowances as part of the new defense bill. The Senate has approved the measure, and the 'House is expected to consider the proposal within the next few days. If the measure is approved, the increases will be effective Jan. 1, but because of the processing time involved in issuing paychecks, the increases may not be reflected in paychecks. Meanwhile, the delay caused by the confusion over the amount of the raise has delayed production and mailing of h pay statements. To compound matters, Defense Accounting Services in Denver ran into problems with the vendor that folds, stuffs and mails the statements. Officials did say, however, that the pay statements can be expected next week.
