Part 1 iras run in the March 30 issue of Hilltop Times. The 14 points described are based on the quality philosophy of W.E. Deming. The 14 points in Quality Air Force Institute leadership. It is a leader's job to help people, not to judge them. It is important to know when people need special help and provide it. This particular point may be thought of as the most relevant and essential one for the application of the quality approach to the military organization. Today quality is perceived as a fundamental responsibility of leadership that cannot be delegated. However, some features pertaining to top leadership are absolutely crucial for TQM successful implementation. Those are connected with the leaders' prime obligat o and ability to create and maintair ai understanding to the vision. Whne vision determines the destination, values settle the way in which one measures the direction in which the organization is headed. The author noticed that as long as management treats people as a commodity, the need for education and training will not be recognized. These included establishing mission, vision, inclusive rules, and the general directions which secure achievement of the objectives. But the exact method or approach is left up to each organization to determine on its level. Deming also emphasizes the importance for people to work together with a mutual understanding of all the foregoing 13 points while trying to accomplish them. That is only feasible in an organization that has been able to achieve that level of understanding by creating cultural change, or a new mindset.
