The base commander has the authority to extend use privileges to personnel in accordance with Air Force Regulation 215-1- . Results Jan. 9 Good fishing at Willard Bay Fisheries biologists are anticipating good fishing this winter for wipers at Willard Bay Reservoir, north of Ogden. In June 1994, officials from the Utah Division of Wildlife Resources stocked 88,000 wipers (a hybrid cross between white bass and striped bass) into Willard Bay. When biologists checked the reservoir in the fall they found the wipers had grown up to 12 inches and they were ranging throughout the lake. Wipers are nomadic fish that roam the wide expanse of open water, a niche that was largely vacant before wipers were introduced at Willard Bay.
