"Some people may already have a favorite civilian provider they want to continue with, or may not have access to a military facility because of base closures." These people may be able to take advantage of TriCare Extra and over save 5 percent on CHAMPUS fees if their provider belongs to the network, Luby said. People will get all the information they need to decide which program is best for them before enrollment begins in each region.
