Just clownin around pilot recommendations refocus Reserve picture - WASHINGTON (AFRESNS) If Congress approves, O'Hare IAP ARS, 111., could close and its unit move to another location, while Bergstrom AFB, Texas; Homestead AFB, Fla.; and March AFB, Calif.; will become Air Reserve installations. These actions and other recommendations affecting Air Force Reserve units were made by the president's Base Realignment and Closure Commission in June. President Clinton received the BR AC report July 1, signed it July 2 and forwarded it to Congress the same day. In their recommendations, the BRAC commissioners turned down the Department of Defense's recommendation to transfer McGuire AFB, N.J., from the active force to the Reserve. They also decided not to close air materiel centers except for Newark AFB, Ohio. Congress must approve or reject the commission's report in its entirety. If no action is taken, the report becomes law 45 workdays after submission to Congress. "I believe the list will survive and will become law by the end of the fiscal year," said Maj. Gen. John J. Closner, chief of the Air Force Reserve. "Secretary of Defense Les Aspin said that none of the realignment or closure actions will happen overnight. Some actions will take several years, but the administration hopes to streamline the process to ease the transition at each location." The following actions affect Air Force Reserve units: O'Hare IAP ARS, III. The commissioners voted to close the Air Reserve Station and move its 928th Airlift Group to Greater Rockford Airport, or elsewhere in the state. The city of Chicago is to cover the cost of relocating the unit. The move must begin by July 1995 and be completed by July 111., 1998. The commissioners Bergstrom AFB, Texas recommended maintaining the 924th Fighter Group in a Reserve cantonment area until at least the end of 1996. The city of Austin plans to turn the airfield into a municipal airport and has voted a $400 million bond proposition to move its airport. Status of 10th Air Force was not addressed. The proposed movement of several Naval Reserve units to Cars-weAFB, Texas, was another reason why the commissioners recommended keeping the 924th at Bergstrom. Homestead AFB, Fla. They also indicated two Florida-baseReserve units should return to Homestead, recommending the Air Force establish a cantonment area at a future Homestead Municipal Airport for the 482nd Fighter Wing, temporarily at MacDill AFB, and the 301st Rescue Squadron on standby at Patrick AFB. This action may also afaircraft. The fect the 482nd's conversion to commissioners felt Homestead's strategic location warranted rebuilding facilities for the Reserve, but base. did not justify restoring it to an active-dut- y March AFB, Calif. They concurred with DOD's recommendations to realign March AFB as a Reserve base and to keep the 445th Airlift Wing, 452nd Air Refueling Wing and several tenant units active-dut- y there. The KC-lOpersonnel and the Air 79th Refueling Squadron (Associate) will relocate to Travis AFB, Calif. In a force structure an ll d KC-13- 5 s, nouncement in May, the Air Force said it would make Travis its super mobility base on the West Coast. Mather AFB, Calif. The commissioners voted to redirect the 940th Air Refueling Group to Beale AFB, Calif., instead of McClellan AFB, Calif. The 940th will temporarily relocate to McClellan while awaiting beddown at Beale. Carswell AFB, Texas The 301st FW is to stay at Carswell as a tenant on a joint Reserve installation. In addition to forces and aircraft from NAS Dallas, Naval Reserve units from other locations are to transfer to Carswell. McGuire AFB, N.J. The Air Force Reserve will aircraft. In the not inherit McGuire and its proposal before Congress, McGuire would grow as the Air Force's East Coast mobility base. This decision also means the KC-1- 0 Extenders along with active and Reserve units at Barksdale AFB, La., will go to McGuire. The BRAC turned down the Air Force's recommendation to make Plattsburg AFB, N.Y., the super mobility base in the east and opted to have it close. Willow Grove ARS, PA. The commissioners also decided to keep the 913th AG at Willow Grove rather than move unit aircraft and personnel to Navy-operate- d, C-1- McGuire. "The '93 BRAC actions affect more than real estate," Closner said. "BRAC decisions also impact our recent force structure plan, which means we will have to force structure decisions made earlier. We may need an updated force structure announcement once we digest the details." ne |
