The three specialized numbered air forces are 1st, 2nd and 20th Air Forces. 1st Air Force provides forces to the North American Air Defense Command for the strategic defense of the United States. 2nd Air Force maintains strategic reconnaissance assets, while 20th Air Force provides the ICBM forces for the new U.S. Strategic Command. All the numbered air force headquarters staffs will be pared to less than 100 people under ACC. There will be other organizations attached to the headquarters such as air operations groups, but the headquarters staff itself will remain under 100 people for all six organizations. Besides addressing the integrated use of airpower and mapping out the roles of the numbered air forces in the new command, the commander is reevaluating training so it reflects the way ACC will do business in the future. They are category organized geographically, with 9th Air Force in the eastern United States, 8th Air Force in. the central part and 12th Air Force in the western part. The 388th FW's ceremony will feature the unveiling of the command's new emblem. A reception will follow. The event is open to all Hill AFB employees, and duty uniform is the dress for the occasion. Also Monday, the Air Force's other new command Air Mobility Command will activate at Scott AFB, 111. The two commands will replace t he present-da- y Tactical Air Command, Strategic Air Command and Military Airlift Command. All three will deactivate this summer. ACC will be the leader for ICBMs and fighter, bomber, reconnaissance, and command, control, communications and intelligence aircraft. After outlining his plans for the integration of airpower, the organization of the numbered air forces and the conduct of training, Loh emphasized that ACC is not so much a collection of facilities, aircraft or missiles as it is a collection of people. "People will make ACC," he said. "I'm very confident because of the quality of our people. The dedication and spirit of cooperation they have shown means we won't have any problems building a new sense of mission and culture to deliver global power for America. "I tell our people that no one is more or less important than anyone else, myself included. This . phrase is repeated like a doctrine. "The point is that we all have a valuable contribution to the mission. We are each the experts and authorities on what we do and we are all responsible to each other.
