As of Oct. 31, AFLC's five air logistics centers began operating through "product" and "service" WRIGHT-PATTERSO- N ; directorates that will support AFLC's customers such as Strategic Air Command, Tactical Air Command and Military Airlift Command along with some 81 nations around the world. . Department of Defense streamlining initiatives, budget reductions, projected force structure changes arid related manpower downsizing caused AFLC to look for a better way to structure its ALCs. The restructuring is a significant new approach to the way an ALC does business. The centers have changed from being organized along functional lines and now are restructured along product and service lines. . For example, each ALC work force will support products such as aircraft and commodities, along with services such as financial management and contracting rather than broad functional organizations such as maintenance or distribution. AFLC's customers will benefit by being able to deal directly with a specific product directorate. If people at SAC have a question concerning an intercontinental ballistic missile, they will deal directly with their counterpart in the ICBM Product Directorate at Ogden ALC. In the past, the issue might have had to work its way through several layers of management before getting to the person who had the answer. structure. Each ALC will consist of a three-tie- r One tier includes the typical commander's special staff. A second tier includes the major service directorates, including contracting, financial manage- ment, inspector general, human resources, environmental management, communications and computer systems group, and an air base group. Product management directorates those dealing directly with the operational commands will comprise the third tier. Each product directorate will be as independent as possible and will have the necessary people to perform the full spectrum of activities needed to support weapons or systems. Product management directorates are established by each ALC commander relative to specific weapon systems or mission support requirements assigned to that center. Some people assigned to a service directorate will be matrixed to a product directorate where they will work as part of a team to support that directorate's specific product. For example, a procurement specialist from the contracting directorate may be detailed to the aircraft directorate where he or she would buy spare parts for a specific aircraft. This will result in a better use of manpower and give the directorate chief better management visibility within the directorate. Other AFLC units, including the Aerospace Guidance and Metrology Center, Newark AFB, Ohio; Cataloging and Standardization Center, Battle Creek, Mich.; and the Aerospace Maintenance n and Regeneration Center at AFB, Ariz.; will reorganize under a different timetable.
