For four decades they would have acquired them through espionage or "illegal export diversion," but the rules of the game have changed. The 17mation Coordinating Committee for Multilateral Export Controls, known simply as COCOM, makes the rules determining what advanced technology can be sold to y which countries. COCOM is a organization and is not formally associated with NATO, although both organizations share most of the memcomber nations. The only v non-treat- non-NAT- O mittee members are Japan and . Australia. Historic changes are at work in Eastern Europe. That list is the Department of Defense's input in internal U.S. core list discussions with the departments of State and Commerce. "We wanted to do two things in Paris," said Stephen Hadley, assistant secretary of defense (international security policy). All agreed that in light of the positive changes in Eastern Europe, changes needed to be made. This groundwork may lead by year's end to a core list of eight strategically critical categories requiring tight export controls: electronics; advanced materials; telecommunica: tions; sensors and lasers; navigation and avionics; marine technology; computers; and propulsion systems.
