Is it just to fill quotas for schools? i1 ' Squadron commanders select NCOs to attend the NCO Leadership School when their unit is allocated a quota. The commander can send anyone under their command who meets the basic eligibility criteria to fill al9 located quotas. Air Force Regulation specifies that NCOs on the second or subsequent enlistment who have at least four years of active service are eligible to attend until they have less than six months of retainability. I cannot tell you why your commander decided to send you but he did not appear to violate any rules in doing so. I can also assure you that it is highly unlikely that you were sent ' just to fill a quota. We generally have more ' demand than quotas available. I am a strong supporter of the NCO PME system. I can only assume that your commander sent you because he thought the training would benefit both you and the Air Force. This 3.6 percent pay raise is included in the Budget Reconciliation Act which . has not been completed as of Oct. 10. The 4.2 percent raise you have heard about is the cost of living adjustment earned to date for government retirees. This 4.2 percent figure does not mean that the retirees' COLA will equal 4.2 percent because there are ". still two more months remaining in the year. The retirees' COLA is based on the Consumer Price Index each year. The CPI information is released each month based on the current trend. Hope this clears it up. It's a good one; however, as the Ogden Air Logistics Center commander, I like to try to keep a pulse on what is going on here at the base. This is one of the ways that I can get a general feeling of the morale and welfare of the people who live and work on the base. I do, in fact, use information provided by the directors and my inspec-to- r general to formulate the replies. This is a big base and there are many things that I would not be aware of were it not for the Action Line. It gives me personal contact with many different people who believe that they have a problem. Having said this, commanders and directors can use theI VMX system to handle internal items, if they wish. But re - h system, why doesn't each organization or commander have a hot line where personnel in and out- of their organization can get answers to their questions? I know the hospital commander and his staff share my concern. In spite of our best efforts, there are constraints, some temporary and some permanent, which preclude the hospital from fully meeting the health care needs of all beneficiaries. The first priority is to maintain the health and morale of active duty Air Force members. Care within military medical treatment facilities has been and is limited to a beneficiaries, basis for all detheir and members retired i.e., dependents and ' pendents. The hospital staff is working on a number of things to aptry to find ways to increase the number of available like to would While at the prothey hospital. pointments vide unlimited appointments to all beneficiaries, constraints such as physical capability and staff make this impossible, not only at Hill AFB but at any military medical facility. For example, we were down to one of five authorized family practice doctors this summer. However, this is not to say that retirees and their dependents who are experiencing difficulty in obtaining an appointment at the base hospital are being denied their ; health care benefits. Those under 65 are eligible for the Civilian Health and Medical Program for the Uniformed Services. Much work has been put into programs such as health care finder and partnership, which further enhance the benefits available under CHAMPUS. There is also the option of evacuation flights to larger, regional military medical centers for treatment not available at Hill. I strongly encourage you to contact the Health Benefits Adviser's Office at the base hospital, Ext. 77036, for more information concerning these alternative sources of health care, which are such an integral part of your entire health benefits package. Finally, what can you do? Work with military support associations and elected officials to let them know of your concerns about the availability of health care to retired members of the armed forces. M ing a great job. Hope this helps. Q ' Kudos ys , provide possible Teller Machine in the West Area " f Ogden ALC commander The regulations on layaway procedures are rather vague in respect to one party initiating the layaanother party then picking up the item at a and way later date. The BX layaway policy is geared toward having one individual's name and Social Security number listed on the layaway information, and then requesting proof of identification at the time of pickup. In this way, they ensure that the item is given to the party to whom the layaway is issued. Under normal circumstances, the base exchange will allow members of the same family who have the same last name to pick up layaways. In your case, that wasn't possible since you have different last names. I'd recommend you explain this to the layaway clerk when you put the item on layaway and give the clerk both last names and SSNs. That should protect your items and avoid a similar situation in the future. ; run-aroun- LINE. Maj. Gen. James W. Hopp A Thank you for your inquiry.
