There are many people who live in base housing who are not aware of this. Would it be possible to change this? If not, could stickers or cards be provided to base housing residents listing the information they would need in the event of an emergency? If this information was not received, or if additional cards are needed, they can be obtained by contacting the housing office. Of additional concern is the plan to install universal 911 service into the local communities around Hill AFB during 1987. This will mean that the residents of base housing will be able to dial 911 from off base as well as on base. There are many details to be worked out with the local telephone company. In the meantime, a meeting has been planned to outline the future concept for 911 service for Hill AFB. credential for specific controlledrestricted areas as indicated on the badge. They must be worn at all times while in these areas and must be removed when leaving the area. They should never be used as an identification credential outside of these areas. At all other places on base or any of its geographically separated areas such as Little Mountain or UTTR, all personnel should be prepared to properly identify themselves and explain their need to be in the area when requested to do so. Also, contractor personnel must wear their identification credential at all times while on base. There is nothing wrong with asking the other party for their ID if their action has caused you to be suspicious of their reason for being in the area. However, these actions should be taken in the spirit of security awareness and mutual cooperation for better security. These contacts must be conducted in a courteous manner. Trees dim lighting the early morning it is very hard to see as they cross 4th Street in Iront of building 180. Would it be possible to increase the lighting in that area to help eliminate the hazard? Could you please clarify this for us? Also, if someone challenges us and asks to see our identification, would we be out of line to ask to see their identification? Lights do exist along 4th Street; however, A they are blocked by trees so that they do not properly light the walks and intersections. A work order has been submitted to look at increasing light levels with bright bulbs, adjusting lights to prevent blockage by trees, and increasing the number of lights in the area. This should alleviate the problem. Thank you for bringing this problem to our attention. Why did we work? I understand IRS and DDO were closed when the Continuing Resolution Authority V was not approved. Why were Hill AFB employees required to work at that time? When the budget is not passed within established time constraints, a short-tercongressional action (e.g. 48 hours), requiring presidential approval may be passed which allows business to continue and government employees to be paid. This is called the Continuing Resolution Authority. Each extension is for a specific period and requires the president's approval. After several previous extensions, the approval necessary to carry through October 20 was not passed, so many agencies, such as law enforcement and Department of Defense, are exempt under this authority and continue business regardless of approval. Hill AFB is a Department of Defense "essential" organization and, therefore, was not required to release its employees. Many people view a day off under these circumstances as a sort of "holiday," such as when the president occasionally releases employees early for Christmas, or when hazardous weather causes a base closure. The difference between the two, however, is that this type of "holiday" was without pay.
