Mr. Elwell earned a bachelor's degree in chemistry in 1959 from Wichita State University, Kan. He was employed by Frontier Chemical Division of Vulcan Materials and by Office of the Staff Judge Advocate Three patents have been issued to John L. Elwell Jr., under the Air Force Employee Invention Program outlined in Air Force Regulation 110-8- . Mr. Elwell is a chemist in the Chemical Laboratory Branch, Quality Control Division, Directorate of Maintenance. All of Mr. Elwell's patents involve electronic components, such as circuit boards which are coated with epoxy, paints, resins and other coatings needing removal. : V Y Thiokol Chemical Corp. before coming to Hill AFB in 1965. Employees at Hill AFB have submitted more invention patent disclosures than any other base in Air Force Logistics Command, but many more could be possible if procedures for submittals were known. The first patent was issued July 14, that dissolves and removes epoxy compounds without need of additional abrading and grinding. The second, issued Dec. 7, 1982,' involved a solvent that dissolves and removes protective rubber coatings from metal substrates. The. last one, issued May 17, 1983, was for a solvent that dissolves and removes thane compounds; . 1981 for a solvent ; Mr. Elwell's ideas for the patents came from work assignments when he was tasked to find solvents which would remove paints, epoxy or other compounds from the circuit boards. He has received Air Force invention awards totaling $1,200. For each invention he received $100 for a favorable evaluation by the Air Force and $300 each when they were issued. He was also listed as the inventor in the Inventions can be submitted under both the Invention and Suggestion Programs, even if an employee thinks they have come about through job responsibility. Independent awards can be given under both programs and an award under one program will not offset an award under the other. Any patent issued will be in the inventor's name, regardless of whether the government or inventor has title to it. el An invention is "any new and useful process, machine, manufacture or of matter or a new and ' composition useful improvement of such an item."
