Show HILL TOP TIMES Page 8 March 7. Last Friday saw two more key personnel at Commodities Division, Directorate of Contracting and Manufacturing, ended a federal career. He started here in 1942 as a junior purchasing clerk, which was interrupted by a tour in the Army Air Corps from 1943 to 1946. In 1950, he earned a bachelor's degree in accounting from the University of Utah. During his career he was an industrial property officer, contract specialist and a procurement analyst. He was also chairman of the procurement committee for more than eight years. He received ' several outstanding performance ratings, a sustained superior performance award and many letters of ar combined military and civilian service. Riley retired from the Army in 1963 as a sergeant major, after 21 years. He entered civil service in March 1964 at Defense Depot Ogden and transferred to Hill in January 1965 as an item manager in the Bomarc Missile System Division. In 1967, he was promoted within the Titan Missile System Division and in 1968 transferred to Korea for the United Nations Command. While there, he controlled all the petroleum inventory for that country. He returned to Hill in 1969 and was promoted to his present position in 1974. Riley has earned several sustained superior management courses at the Universities of Maryland and Georgia. In 1965, he came to Hill AFB as manager of the Officers' Club. He held this position until 1976 when he was appointed Protocol Officer. In October last year, he again took over management of the Officers' Club and still retained his protocol duties. Hayes and his wife Frances are parents of three children, Don and Charlene who live in the southern states, and Captain Clint, an Army helicopter pilot stationed in California. The Hayes' plan to remain living in Lay ton with immediate plans to do some traveling and have time to enjoy hunting and fishing. Preparing to retire next Friday is Frank E. Riley, chief, Requirements and Control Branch, Depot Supply Division, Directorate of Distribution. He will end a year career of appreciation and commendation from his peers. Rackham and his wife Shirley are parents of four children. They plan to remain in the Ogden area during the next few years. Clinton C. Hayes, the Ogden ALC protocol officer and manager of the base Officers' Club, ended his career after 36 years and nine months. His career started with the Army in 1940. He was at Pearl Harbor when World War II started and saw action on many of the Pacific Islands. He received a direct commission during the Korean Conflict in 1951 and retired as an Army Captain in 1961. From then until 1965 he was general manager of the Fort Benning Open Mess System in Georgia. While there, he participated in Ogden Air Logistics Center clock in and out for the last time. Lamar C. Rackham, deputy chief, 34-ye- 1980 awards, an outstanding and the Air Force award performance Association outstanding supervisor award. In addition, he has many letters of performance commendation and appreciation.
