Rice, commander, USAF Hospital, Hill, announced the establishment of a Health Care Con- sumer Council which will now allow a cross section of the patient community an opportunity to air their views on the health care system at Hill AFB, while at the same time provide the hospital with a valuable feedback on how effective its health care programs are. The council is composed of medical personnel and the following representatives of those who use the hospital's health care services: CMSgt. Robert Kelly, 388th Tactical Fighter Wing; Capt.
