The first one is a Health Care Consumers Council at the base Hospital. This council, established under administration of Col. Donald E. Rice, Hospital commander, will allow a cross section of the patient community an opportunity to air their views on the base health care system. At the same time, it will also uire provide hospital personnel effective its health care programs are. (For detailed story, see page 16). The second council is the Personal Responsibility Financial Program, under the base Comptroller. This program will be implemented at Hill AFB on Dec. 1. Rates increase at Child Care Center Officials at the base Child Care Center announce that effective Dec. 1, the following daily rates will apply : First Child: Fourth child, $5; Second $1.25. financial problems. The Child Care Center is required to function on a basis. In view of the recent wage survey and minimum wage increase, the additional rates are self-sustaini- necessary. The Southwest Gate (truck gate) will remain open 24 hours a day while the South Gate is closed. The Southwest gate is not, however, equipped with Visitor Facilities. All visitors should, therefore, be instructed to use the West Gate during this construction period. Council.
