Although I cannot change the rules under which we hire employees at Hill AFB, I have asked the Civilian Personnel Office to explain these requirements to people who have questions. Temporary vs. career conditional status am a temporary employee working in the Directorate Maintenance. There are several employees I work with that are temporary also and we would like to know why Civilian Personnel is hiring career conditional employees that are not as trained as we are in our particular field of work? Why can't we be converted to career conditional? It doesn't seem fair that they are bringing them in on permanent positions and we remain temporary. QI A employees receive a "Statement of Understanding" which they sign when they are hired. This statement explains their temporary appointment and also how a permanent career type appointment is obtained. Applicants obtain a career type appointment only through the following means: 1. Appointment from an appropriate Civil Service Commission Register. 2. Appointment under Executive Order 11521 as a recently discharged (within one year) Vietnam Era Veteran. 3. Appointment by reinstatement based upon previously being a Career status employee. Based on the above criteria, applicants are referred from the United States Civil Service Commission by their numerical rating. The operating officials and the Civilian Personnel Office make the determination which source of applicants will be referred. I recognize that these rules are complex and difficult to understand. The procedures for filling temporary positions differ from work in Bldg. 225 and we seem to be having quite a bit of trouble with the vending machines in here. Many times you put your money in and nothing comes out not even your money. Then we have trouble collecting the money we have lost. Is there any possible way these machines can be fixed and we can get our money back? Visitors to base residents - Q A Thank you for bringing this problem to my attention. Malfunctions with specific machines should be called in directly to the Base Restaurant Trouble Desk, ext. 2043. Please specify the type and location of the unit plus the specific problems, such as a stuck handle, no product, no change or no refund. This information will speed up repair and servicing of the machine. Any problems with reimbursements should be coordinated with Myrna Anderson, ext. 2603. There are several categories of "visitors" on base. These include those who wish to visit friends residing in housing, salesmen wishing to visit Procurement, clergymen visiting parishioners in the hospital and other types too numerous to mention. Essentially, it is not a complicated procedure. First, visitors are discouraged from visiting workers during duty hours. The reason is obvious. There are exceptions to this policy, e.g., to deliver a car to the worker, or recover some item from a car which might be required before the worker left for the must be requested by a parday. Salesmen-contractoticular party, vouch for the need, and then be controlled by the requesting agency. In visits to quarters, hospital, base chapel, etc., the receptionist merely checks to ascertain that the party to be visited wants the visit. A general rule of thumb is that there must be a bonafide reason the party to be visited desires the visit. We screen at the base entrances to provide a service to the base personnel, keep out irritants, avoid procurement problems, and in general, control unwarranted or undesirable people from interfering with the functioning of the base. se rs Civilian TDY requirements American Me cilth and Snorts Center OFFERS YOU Proper wear of fatigue shirts Q It is my understanding that all military personnel who wear the fatigue uniform will be required to wear the shirt tucked into their pants. This is quite difficult, if not impossible, if you work on the flight line and have to wear a full set of thermal underwear and a sweater. Is it possible to have the regulation covering this changed? The new Ogden ALC Supplement to Air Force 0 will permit the wearing of the fatigue Regulation shirt on the outside of the trousers year round. The forthcoming supplement is presently being finalized for printing and will include this item on the fatigue shirts. 35-1- IVIYIYI'i FREE Two I am a resident on Hill Air Force Base and I would like to know the base policy as far as visitors on base. on-ba- The NEW y Yes, civilians can be required to perform TDY when such assignments are based upon official necessity and qualifications of the individual. Employees are responsible for responding to temporary duty assignments in the same manner as to their regular duty assignments. If government quarters are available but not used, payment for the quarters portion of the per diem will not be made unless the person is officially excused from using those quarters by the responsible authority authorized to sign the orders.
