The article has been revamped and is now run again to clarify the priorities. Why isn't my parking lot cleared? Why is there still ice on the streets? Why are you clearing the roads when our aircraft parking apron still has snow? Why don't you follow your priority system? When are you going to plow my driveway? All of these are typical questions asked of the Snow Control Center each year. To promote better understanding of our operation and consequently answer many of your questions, the approved Snow Removal procedure is explained below: Naturally, because of the limited number of personnel and equipment, snow cannot be removed from all parts of the base simultaneously. Consequently, a priority system has been established based on mission and safety requirements. All areas of higher priority will be cleared before those of lower priority. For example, the runway will be cleared before the taxiways and aircraft parking aprons, main roads with high traffic volume and speed will be cleared before secondary roads, and secondary roads will be cleared before parking lots. If your area is yet to be cleared, available equipment is still plowing higher priority areas. In addition to priority designations, Snow Removal Operations are also divided into three distinct areas consisting of the runway, its ramps and taxiways; the roads and parking lots; and specific main sidewalk routes. The reason for this division is that different types of snow removal equipment are used in each area. While rollovers, sweepers, blowers and dumptrucks are being used to clear the massive areas of the airfield pavements; modified farm tractors are being used to clear specific main sidewalk routes and plows, sanders, graders and dumptrucks are being used to clear the roads and parking lots. Because the distinct areas are serviced by different equipment, Snow Removal Operations in each of these areas proceed simultaneously with their relative priorities within each area. Keeping the priority system in mind, be aware that special situations often call for deviations. The Base Operations and Training Division has the authority to alter airfield priorities in order to expedite special missions or to eliminate problem areas. The Snow Control Center has the authority to change road and parking lot priorities in order to expedite traffic movement. These deviations serve the missions of Hill AFB as well as the employes. Although the Snow Control Center is responsible for insuring that snow is removed from most of the areas on base, some areas are to be cleared by base personnel. According to Ogden ALCR paragraph 4b, "Directors, Commanders, Chiefs of Staff Offices and tenant organizations will insure that doorsteps, landings, porches and walks are kept shoveled free of snow at all times." In summary, Snow Control exists to serve you; however, we 91-- 4, function under a priority system rather than on a first come first served basis, which necessitates that everyone have patience. Safety dictates that you be extremely cautious when going to and from work if your street, parking area or sidewalk has not been cleared. Rest assured, it will be done in the proper sequence of priority. If questions arise as to what your priority is, call Snow Control, ext. 2929.
