Downey, newly appointed deputy director for Federal Women's Programs in the Department of Defense, foresees her job as an challenge to get more women in the top executive and professional occupations. And she intends to ensure that the same standard prevails for military and civilian women as does for men. Ms. Downey represents an estimated 20 million women who have official ties to the as Defense Department civilian employees, member of the Armed Forces, member of military families and workers in industries who contribute to the nation's defense effort.
