Zuckert, and Air Force Chief of Staff, Gen. Curtis E. He pointed out that these conditions "are in large measures a tribute to General LeMay." Reviewing the Air Force role in Cuba and in the Pacific, Secretary Zuckert said, "The key to successful operations such as these is highly trained personnel. "The alert posture of the Strategic Air Command, the Tactical Air Command and the Air Defense Command could not have been achieved without the basic ingredients of all weapon systems, i.e., dedicated and highly trained professional people." In discussing personnel matters, Secretary Zuckert indicated that Air Force military strength would drop from 868,-93- 1 to 860,000 during the comspace-orient- ed ing fiscal year. Action Is Needed At the same time he stressed that there are three areas where positive action is needed: mili pay legislation; officer tary limitation; and flight wai grade ter. Of pay, he said, "The last pay adjustment for members of the uniformed services occurred in 1958. Since then, the true value of compensation has eroded, and there has been substantial loss Jn relation to the wage salary fains of wage earnnon-milita- ers. He urged positive action on proposed pay legislation saying, "A pay raise is urgently needed. Its enactment is necessary in the interest of equitable treat- ment for military personnel." Calling for an early approval of the single officer grade table for all military services, in order to provide equal promotion opportunities, the secretary said, "Unless the Air Force is authorized a permanent increase in the grades of major and lieutenant colonel, or unless the present temporary authority for an additional 4,000 lieutenant colonels, granted during the first session of the 87th Congress, is extended beyond June 30, 1963, no Air Force officer can be promoted to these grades during FY 1964." As to the flight waiver provi- sion annually granted by Congress since 1954, he emphasized that a continuation of this wai- ver authority- is still needed to maintain the proper balance be tween pilot requirements and in ventory. He summed up his feelinps on the sorely needed personnel actions saying, "An environment must exist in which the dignity of military service can be main tained." - Need Adequate Pay General LeMay, in comment ing on the personnel situation, said, "An adequate pay bill will help bring military pay more in line with that of civilians and the increasing cost of living, as well as help to improve retention "The needed revisions to the Officer Personnel Act are de signed to improve the laws governing appointment, promotion and retirement and make them uniform for all services. Unless some form of new legislative relief is granted, there will be no selections to major or lieutenant colonel in FY 1961 in the Air Force.
