Show HILL TOP TIMES Page 2 Appointment of H. B. Stayner to head the Item Control Office for the Ogden Air Materiel Area was announced today by Brig.-GeP. H. Robey, commander of OOAMA. The office will handle the management of certain of the Air Force stock items which require expenditure of the majority of Air Force funds. Early in the formation of the Air Force's 137 Wing program, congressional investigators found that the government was at times coming out second best in negotiating contracts where no cooperative bidding was involved. As a result, a Spares Study Group was formed to study the problem in July 1952. This group found that the same basic management procedures were being used for all Air Force items, regardless of priority or cost we were managing our nuts and bolts the same way we were handling our airframes. Research into this problem proved that if the Air Force could effectively manage the 2 or 3 per cent of the high priced items, which account for some 60 of the total Hi-Va- lu n. dollars spent, we can better control both the procurement of the items and the logistics of the items throughout their life.
