Training School Needs Nephi Monday noon by Claude Pratt, acting superintendent cf the institution. Outlining the history of the school, Mr. Pratt stated that it had been overcrowded for many years and only serves a small portion of the number of the state who are mentally retarded. The school ,Mr. Pratt stated, was basicly set up for training those whose mental condition had been arrested, but it has acted in a duel role since its opening. First it serves in a custodial capacity and secondly in a training capacity for those who cannot be helped in their own community facilities. Many of the persons trained are returned to their community. Various groups of mental cases which are at the institution were explained by Mr. Pratt and the capability of each was outlined. The major custodial problem ,he stated, is with the large group of residents of the institution who can not care for themselves and that many of those with more nearly normal mentality, are used to assist in feeding, etc. of the lower mentality groups. Mr. Pratt stated that many additional children could be "saved" if their conditions were discovered earlier rather than to have them get ''kicked around" by the community until they become a delinquency problem and become men- tally frustrated.
