RAMPTON has decreed the week of Sept. 6 through 12 as Writer's Roundup Week, dedicated to recognition of Utah Writers. Meeting with the Governor for signing ceremonies recently were from left, Patricia Seely, Pleasant Grove, state treasurer of the League of Utah Writers; Mrs. Harold K. Beecher, chairman of the Utah Fine Arts Board; Betty G. Spencer, League state president, American Fork; and Ruth W. Robertson, Pleasant Grove, state secretary. The League and Fine Arts are co-sponsors of the annual Writer's Roundup, invite all Utah writers to attend. Utah Writers Invited Writers' Roundup in Utah writers are invited to "Cut and Polish Your Writing" at the 36th Writer's Roundup to be held in Sale Lake City, Sept. 10, 11, and 12. The Roundup will feature speakers in seminars, panel discussions and prizes in the original writing contest will be awarded as a special feature of the Award' s Banquet and Poet's Conference to Attract Top Conservationists Some of the top conser vationists in the nation will at tend the Joint Conference of the International Association of Game, Fish, and Conservation Commissioners and the American Ameri-can Fisheries Society in Salt Lake City, Utah, September 12-18, 12-18, 1971. Featured speakers at this year's conference are: Nathaniel P. Reed, Assistant Secretary of the Interior; Richard L. Dewsnup, National Water Commission; and Maxwell E.Rich, Executive Vice-President Vice-President of the National Rifle Association. Panel discussions dealing with several vital topics are included in the program. Panel members include several Fish and Game Directors and such notables as: Dr. Edward L. Kozicky, Director Direc-tor of Conservation, Winchester-Western Winchester-Western Division; Rutherford T. Philips, Secretary, Executive Director, Di-rector, American Humane Association; As-sociation; Thomas Kimball, Executive Ex-ecutive Director, National Wildlife Wild-life Federation; Daniel A. Poole, President Wildlife Management Institute; and Jack Berryman, Bureau of Sport Fisheries and Wildlife. This year marks the 101st an. nual meeting of the American Fisheries Society. Their pro gram includes guest speakers, panels, technical and manufacturers manufac-turers exhibits, and presentation of technical, papers. The papers to be presented represent the latest in fisheries research and range from "Sockeye Salmon of British Columbia" to "Sonic Tracking Striped Bass in the Chesapeake andDelaware Canals." The Roundup is spon sored by the League ofUtahWri ters, assisted by the Division of Fine Arts. Speakers will include Clair Huffaker, former Utahn who is now a successful Hollywood scenarist; historian John Rolfe Burroughs, of Denver, Colorado; Marie Mudra, creative writing teacher and published author;and poet-sculptor Dennis Smith. They will cover the fields of script writing, non-fiction, fiction, poetry and historical research. Each of the guest speakers will appear in seminar sessions to be held at Ramada Inn, 1000 South Main, giving practical suggestions sugges-tions for improving manuscripts. All of the speakers will appear on a panel discussion Saturday afternoon, witn questions from delegates welcomed on specific writing problems. A tour of Wheelwright Publishing Co. will follow the Saturday seminars to give writers an opportunity of seeing how their manuscript becomes be-comes a published bock, brochure or magazine. Awards in all except poetry contests will be awarded at the annual Award's Banquet to be held in the Alta Room, Saturday, Sept. 11 at 7:30 p.m. Milton Weilenmann, director of the Development Services of the State of Utah, will present first prize awards. Concluding event will be the Poet's Breakfast to be held Sunday, Sun-day, Sept. 12, at 9:30 a.m. Mr. Smith will read selections from his book Star Counter and prizes in all poetry categories will be awarded. Rex Campbell will read prize winning entries. "Diamond Jubilee" will theme the entire Roundup, with the Salt Lake Chapter of the League of Utah Writers hosting the event. This is the conclusion drawn from a study just completed by Utah Foundation, the private tax research organization. The Foundation confined its analysis to the three major state and local taxes--the property tax, Payson Onion Days Celebration Slated Sept. 3-6 Pay son's Golden Onion Days and Homecoming will be held Friday through Monday, September Septem-ber 3, 4, 5, and 6. The cele bration is designed for citizens of all ages that they might enjoy the many facets of "Home coming." The four-day celebration will include the following events: A musical, "The Wisdom Tree," to be presented at the Payson High School at 8 p.m. on Sep tember 3, 4, and 6; a Horse Shoe Tournament will take place on the east side of the Payson Park on Friday at 7 p.m.; free fireworks will be held Friday at 9 p.m. at the race track; a rock- art hobby show will be held Sunday and Monday at theTaber nacle; Horse Races will com mence at 2 p.m. at tne race track on Saturday and Monday; a miniature parade is to be held Saturday at 10 a.m.; a band concert is scheduled for Sunday at 8:30 to 10 p.m.; and a Mam moth Parade will take place at 10 a.m. on Monday. The total tax burden from these three taxes was calculated cal-culated for a typical family of four at various income levels. According to the Foundation study, a family with a gross inclme of $10,000 a year and a home and other taxable property pro-perty worth $25,000 would pay about $794 in property, sales, and income taxes in Utah. For the Western States as a whole, the personal tax burden for such a family would average $707. The overall burden would range from highs of $951 in Arizona and $936 in Colorado to lows of $490 in Wyoming and $486 in Nevada. Foundation analysts note that Utah along with Arizona, California, Califor-nia, Colorado, Idaho, and New Mexico impose all three of the major taxes affecting individuals. The 1971 Montana Legislature (Second Special Session) did pass a state sales tax law, but made it subject to approval by the voters at a special election to be held in November. If ratified rati-fied by the electorate, the sales tax would become effective in Montana on January 1, 1972. The state and local tax burden in Utah appears to be moderately progressive at most income levels of consequence, the Foundation Foun-dation report continues. The percentage declines to 7.72 at the $20,000 level, but nearly 93 of the Federal returns filed for 1968 listed gross incomes of less than $15,000 in Utah. Furthermore, Federal income taxes are sharply progressive, and this would make the total tax burden highly progressive at all levels. Foundation analysts emphasize that this analysis is confined to the property tax, the sales tax, and the state personal Income tax. In addition, the analysis excludes all taxes paid by business and industry, but which, at least in part, may be passed on to families and individuals.
