Until bow safety experts have concentrated pretty much on the individual driver. Take care of yourself. Drive carefully. The life you save may be your own. ---- Now there is a broader conception of the problem of accident prevention. Briefly it's this: Be your brother's keeper. . . . Be more sportsmanlike in. your driving. Bad manners and bad sportsmanship breed bad manners and bad sports manship in other drivers. You can cut in on the other fellow and how often he spurts ahead trying to cut in on you to get even, -wmt'ai " But the corollary of this is that good manners and good sportsmanship often will breed similar attitudes in other drivers. ..".'."-.. Basically the man who has a license to drive should be tested for his feeling of responsibility to others. One of the top traffic officials of a big city recently made a survey of more than 30,000 accidents during 1954. ', Hjs findings might surprise you. Most of the cars were not jallopies but vehicles one or two years old. Most of the drivers were "old hands," more than 60 per cent with more . than 1Q years', driving experience. Few had any physical defects de-fects which-might have contributed to the accident But most of them we hope this amazes you had little or no feeling of responsibility for the accident theyf were involved in-volved in. - J V No responsibility! What an indictmenVo a jTwvas been licensed to conduct several tons of steel at lethal speed through street and highway! ' ' ' How can this responsibility be created and fostered? Is it perhaps that the average citizen ought to get himself involved in-volved and participating in the organized highway safety movement? Such organizations as the National Safety Council are doing splendid work. This is the conclusion of a research report published by the University of Utah under the direction di-rection pf Dr. J. Vera Hales, Head of the pepartment of Meteorology. Dr. Hales and his" associates at the University conducted a study of tbe cloud seeding project proj-ect April, 1951, to November, 1954. The research was f Inane ed by the University of Utah Research Fund, the Southern Utah Water Resources Develop ment Corporation pf Richfield, and the water Resources De velopment Corporation of Den ver. 1 ' " In his report Dr. Hales refutes claims of great Increases in pre clpitatlon made by the Water Resources Development Corpora' tlon of Denver, which conducted the cloud : seeding. Increases claimed by. the Denver corpora tlon range from 67 per cent In 1952 to 20 to-30 per cent in 1954. ir: "in our opinion, this report shows quite clearly that . the cloud seeding has not produced any. changes detected by the most sensitive measures which we could devise," Dr. Hales' report re-port says. Dr. Hales further pointed out that his study was so comprehensive that there is only ' one chance in live thousand thous-and that the claimed 20 per cent increase would not be detected. de-tected. If the increase in precipitation pre-cipitation claimed had been SO per cent, there is one chance in 100 million that his report would not have detected such a large Increase. In spite of the fact that his studies showed np value through the cloud seeding just conducted, Dr. Hales believes that further experimentation is justified. "We think that carefully conducted experimentation still holds a great deal of hope for real prog ress and benefit to the arid portions por-tions of the world.
