Containing 27 55 acres 1 NTE NDED I M PR( )VEM ENTS 'The improvements to be const ructed and their location within the District are as follows 'The District will finance, acquire and construct a variety of public improvements improve-ments including roads, sewer, water, storm drainage and intersection improvements improve-ments on approximately 27 acres located southwest of the intersection of 800 North and I niversitv Avenue at the mouth of Provo Can von, in the City of Orem, Utah 'The sewer improvements include an 8 inch line running approximately 1,529 feet throughout the project area and a lari'e lift station. The water inwove-ments inwove-ments include a 12 inch looped system running approximately 2.330 feet through the pioject area. Storm drain improvements include transmission pipes ranging from 18 inches to 30 inches running approximately 1.599 feet from north to south and terminating into a storage pond located at the south end of the project. Road improvements include a new road connecting a new intersection with 800 North and running 990 feet to the south. 'This road includes curb, gutter, and sidewalk and varies in width from 72 feet at the intersection of 800 North to 46 feet at the south end of the project area and provides appropriate turnouts, stacking stack-ing and turn lanes The new 800 North 1550 East intersection will eventually be signalized and contains the necessary conduits as a part of improvements and the necessary stacking, decelerating and turn lanes. Additionally. 800 North at the intersection of 1500 East will be relocated to the north in order to allow proper turn lanes from 800 North which requires the relocation of a foot path and a side hill ESTIMATED COST OK IMPROVEMENTS The total cost of improvements in the District as estimated by the City Engineer Engi-neer is $3,750,000, of which the City will pay $70,000, leaving a remainder of $3,680,000 which shall be paid by a special assessment to be levied against the property abutting upon the streets to be improved or upon property which may be affected or specifically benefit ted by such improvements. The property owners' own-ers' portion of the total estimated cost of the improvements may be financed during the construction period by the use of interim warrants, in which case the interest on said warrants will be assessed to the property owners. In lieu of utilizing a guaranty lurid, the City intends to create a special reserve fund to secure payment of the special assessment bonds (the "Bonds") the City anticipates antici-pates issuing to finance the proposed improvements. The reserve fund will be initially funded with proceeds of the Bonds in an amount equal to approximately ten percent ( iO'i i of the total principal amount of the Bonds issued. The City anticipates applying any moneys remaining in the reserve fund to the final payment pay-ment on the Bonds w hich, m turn, would offset the final assessment payments to be made by the owners of property benefitted by such improvements, all of which will he further described in the assessment ordinance to be adopted by the City. In addition, estimated costs of assessment include estimated overhead costs, which the City projects to incur in the creation and administration of the District. The necessary number of protests shall mean the aggregate of the following: Protests representing one-half of the acres of property to be assessed in cases where an assessment is proposed to be made according to area.
