Show I was the personal beneficiary of her intervention. I could be wrong, but I suspect Stella Welsh may have trod some difficult political paths that some men would fear to tread. She had strong opinions, but she was amenable to processing new information, and even changing her mind, on occasion. Unknown to many people is the fact that for a number of years, and during her term of office, Stella Welsh cared for her aged mother in her home. She saw that as a privilege and a blessing, for her home , is where her heart is centered. In late 1999 former Orem Mayor Stella Welsh was named the recipient of the 1999; Arthur V. Watkins Outstanding Citizen Award. The award, named in honor of the only Orem citizen to be elected to the United States Senate, has been presented annually for 21 years by the ProvoOrem Chamber of Commerce. Highlighting her full life of service, the recognition stated: "For forty years, Stella Welsh has worked as an administrator, bookkeeper, gardener, food processor, laundress, nurse, housekeper, wife and mother. She has been involved in a variety of councils and committes, including the Utah State Shade Tree Commission, Housing Authority of Utah County, OremCity Council, and the Beautification Committee. She serves on the boards of the Timpanogos Regional Hospital and Habitat for Humanity. In 1991 she was elected Mayor of Orem. While in office, she passed the State Street re-construction, a $10.65 million road bond, oversaw the rebuilding of a larger senior citizens center and the furnishing of the children's library addition, worked to acquire open land, and saw to the staffing and equipping of a third fire station. She also helped bring new hotels and the Columbia Timpanogos Regional Hospital to Orfim. Through her efforts, a fiber optic network is being placed in the city's main corridors, along with an interconnecting traffic signalization system." Her six years of service as Mayor of Orem occurred during a period of explosive growth in the city, when both commercial and residential developers from all over the country had targeted Orem as a prime location for investment Perhaps no other person in Orem City's government has quite the same kind of opportunity to be a force for good in the community, as does the Mayor.
