LOVELESS .. ... i - - v - i.. v, V rJ" ' 4 Y " ' - ,.,.J fe;.v.- 1953 In the State of Utah, when a Mayor's death or resignation occurs prior to September 1" of a municipal election year, an election is held, in order that a citizen can be elected to complete the final two years of the Mayor's term of office. That situation has occurred four times in the City of Orem. In 1953 Orem Mayor J.W. Gillman had served over three years of the term to which he had been elected, when he was forced to resign on January 26, on the advice of his physician. At the time of his death on February 14, 1953, Mayor Gillman's record of eighteen and one-half years of service was unmatched. City Councilman Ray E. Loveless was appointed by the City Council to serve as Mayor for the balance of 1953. Elwood Baxter was named to complete the unexpired portion of Loveless's term on the Council. In 1957 Luzell Robbins was elected Mayor of Orem, and he took office January 2, 1958. On July 6 of that same year, Mayor Robbins died of a heart attack. City Councilman V. Emil Hansen was named Orem Mayor until the next municipal election, and M. Alvin Rowley was appointed to complete Hansen's term as a Council member. In the fall elections Melbourne D. Wallace was eiected Mayor of Orem to complete the final two years of Robbins' term of office. In 1965 James E. Mangum was elected Mayor of Orem. After serving 18 months in the office, Mangum had a heart attack and announced his plans to resign from office, effective January 1, 1968. But, in order for a new Mayor to be elected in November, it became necessary for Mangum to resign, effective September 1". However, he was reappointed re-appointed Mayor by the City Council, and remained in office until January 1, 1968. Winston M. Crawford was elected that fall to succeed Mayor Mangum. In 1991 Orem Mayor S. Blaine Willes, who had been appointed to the Utah State Tax Commission, found it necessary to resign as Mayor, eighteen months into his second term of office. City Council member Joyce W. Johnson was appointed Mayor of Orem, completing the second year of Mayor Willes second term of office. In the municipal elections held that fall, Stella Welsh was elected to a two-year term and, subsequently, to another four-year term. As was the case, during the last illness of Mayor Joseph A. Nelson in 1999, the City of Orem is never without a Mayor at its helm. Every six months, the Orem City Council selects one of its members to serve as Orem Mayor Pro Tempore, in the event the Mayor is out of town or is incapacitated, due to illness. During Mayor Nelson's illness, City Council member Mike Thompson served as Orem Mayor Pro Tempore. RAY E. LOVELESS When Ray E.
