Amend Sections 17-4-2 and 17-5-1 by changing the submittal requirements for applications ap-plications for preliminary prelimi-nary and final plat approvals. 3. Enact Section 17-5-9 by establishing the Planning Commission as the final approval authority for vacations, alternation, or amendments amend-ments of subdivision plats or portion of a subdivision sub-division plat, or any street, lot or alley contained con-tained in a subdivision plat. 4. Amend Section 17-8-1 by establishing the Public Works Director, instead of the City Coun cil, as the final approving approv-ing authority for deep lot subdivisions. 5. Amends Sections 22-6-2, 22-6-3, 22-6-6 and 22-6-7 by amending . the land uses that are promoted by the estab lishment of the RE-20, RE-12, R-l-6.5, and R-1-6 zones to be more consistant with the Orem General Plan. 6. Amend the new Section 22-6-9(C) Accessory Ac-cessory Apartments as follows: A Accessory apartments apart-ments shall be allowed in owner occupied single family dwellings in the R-l-6, R-l-6.5, R-1-7.5 and R-l-8 zones. Accessory apartments are not permitted in a PRD Subdivision. B. Clarify parking area and driveway requirements re-quirements for Accessory Acces-sory Apartments. C. Establish the maximum size of an accessory ac-cessory apartment not to exceed 800 square feet or contain more than two bedrooms. The single family dwelling must maintain a minimum mini-mum of 1,000 square feet of finished living space separate from the accessory apartment. D. No new home can be constructed with an accessory apartment unless the home owner is listed on the building permit and is going to occupy the home. For this purpose, the contractors con-tractors cannot build a speculation home with an accessory apartment. 9. Amend the new Section 22-6-9(D) Swimming Pools, by incorporating in-corporating Section 22-14-12 into this section. This addition requires swimming pools that are not completely enclosed within a building build-ing to be set back at least 5 feet from property proper-ty lines and completely surrounded by a fence or wall having a height of at least 5 feet. Also no openings in the wall or fence larger than 36 square inches are allowed, al-lowed, except for gates, and all gates shall be equipped with self-closing and self -latching devices. 10. Amend Section 22-6-10 by incorporating incorporat-ing Subsection (F), which deals with time requirements for completing com-pleting the landscaping of front yards of all lots, into Section 22-14-7(BXD. 11. Amend Section 22-6-10 by incorporating incorporat-ing Subsection (G), which requires that the space around buildings and structures be kept free from refuse and debris, and all waste containers to be concealed con-cealed from view of adjacent ad-jacent property, into Section 22-14-7(BX3). 12.
