July 1, 1994 June 30, 1995 , Grant No.: B-94-MC-4 9-0002 City of Orem, Utah The Community Development Block Grant is designed to assist communities com-munities in efforts to improve living conditions for low and moderate income residents. Each eligible activity must meet at least one of the national objectives objec-tives established by the Department of Housing and Urban Development (HUD). Activities must benefit 51 percent low and moderate income persons in a given census tract or block group, improve designated areas of slum and blight, or address an urgent community need. The activities identified below meet at least one of the national objectives established by HUD. They also meet local objectives specific to the City of Orem. The targeted local objectives include the following: 1. Improve the quality of life for families by funding projects which address the needs of low and moderate income residents. 2. Stabilize older residential neighborhoods and decrease the amount of substandard housing through housing rehabilitation and through eliminating or improving slum andor urban blight.' 3. Encourage and pursue the establishment of commerce and industry which will provide quality employment for the unemployed and underemployed. under-employed. 4. Remove architectural barriers and achieve all compilable directives of the Americans With Disabilities Act (ADA), thereby making the community more handicapable. The 1994-1995 Community Development Block Grant entitlement totals $749,000. Additional funding includes an estimated $430,226 from program income in the business and housing revolving loan fund programs. The following projects will include the activity name and description, the implementing agency, the location of the activity, the funding amount and the regulatory citation meeting the CDBG National Objectives and Eligibility: Projects in support of local objective number one: 1. PUBLIC SERVICE: Community Action Agency: $15,000 Provide city-wide assistance through outreach, counseling and temporary food and housing assistance for the needy and homeless. 2. PUBLIC SERVICE: Parent Education Resource Center: . . . $6,000 Purchase books, materials and equipment for continuation of programs dealing with parental education and child development - 58 North State Street. 3. PUBLIC SERVICE: Low Income Recreation Program: . . . $25,000 Provide recreational opportunities through free annual passes to the fitness center and various sports and recreational programs for low and moderate income individuals - 580 West 165 South. 4. PUBLIC SERVICE: The Gathering Place: $11,100 Provide substance abuse treatment through direct counseling and prevention preven-tion seminars and programs - 555 South State Street. 5. PUBLIC SERVICE: Utah Latinos Service Program $5,000 Utah Latinos will assist over 400 Hispanics and Migrant farmworkers through assistance given to two UVSC students. PUBLIC SERVICE: Chapter One Computer Program $5,000 Provide a comprehensive literature based reading and language program that utilizes computers to motivate children at risk in grades K-3 to become life-long learners and readers. PUBLIC SERVICE: Recreation For All Handicapped (RAH): $12,000 Provide education and training for the development of mentally handicap City of Orem individuals to become functioning citizens in the community. 815 North 800 West - Provo. 9. PUBLIC SERVICE: Early Therapeutic Intervention $2,500 Provide intensive therapeutic services to at risk children that are juvenile offenders. Program will be operated through the courts and local schools - 3549 No. University, Provo. 13. PUBLIC SERVICE: Utah Crisis Line Program $3,000 This program is set up to receive phone calls and give referrals to crisis related instances including, latch-key kids, abused children and spouses, senior citizens, migrant farmworkers, potential suicide victims, etc. 555 South State Street - Orem. 14. PUBLIC SERVICE: Public Safety Fire Prevention: $4,000 This program will provide smoke detectors in low and moderate income neighborhood homes. ACQUISITION: SCERA Park: $200,000 Purchase of an existing park facility in a low and moderate income neigh borhood - State Street and 700 South. 16. PUBLIC IMPROVEMENTS: Public Works Projects $23,150 Eliminate and improve hazardous conditions through covering a ditch and rectification of irrigation problems. Repair and replace curb, gutter and sidewalk. The projects will be in low and moderate income neighborhoods located at 300 South 500 East; 1200 North and 200 West and 700 North and 300 East. 17. This track is utilized heavily by the LMI community that borders this school. This LMI area is census tract 8 block groups 1-4. LMI 40. 18. PUBLIC IMPROVEMENTS: Senior Citizen Center Rebuild: $100,000 Assistance to the City of Orem Senior Citizen Center Rebuild Project. Funding will go to purchase kitchen appliances and materials and fund a food pantry. Project in support of local objective number two: 19. REHABILITATION: Revolving Loan Fund Program: . . . $77,150 Loan and grant program for low and moderate income homeowners to repair single-family homes. Loans are 5 or below dependent on income and household size. Grants are given on an emergency repair determination, rectifying a sudden health, safety, or sanitation problem. Applications are on a first comefirst served basis - year-round. This program is administered through the City of Orem Community developmentHousing Office. City-wide assistance. Program income of $77,150 will be utilized to operate the program. 20. NEIGHBORHOOD REVITALIZATION PROGRAM: $43,000 A program to revitalize and rejuvenate LMI neighborhood areas that are blighted or are in need of special assistance. Project in support of local objective number three: 21. ECONOMIC DEVELOPMENT: Business RLF Program: $439,826 Low interest loans of up to $80,000 for start-up and existing City of Orem businesses. Loans are for working capital, expansion, equipment. Terms of loans based on need and risk of each assisted business. 22. ECONOMIC DEVELOPMENT: Mountainlands Job & Business $5,000 A program to assist in providing federal procurement contracts for local businesses and providing disadvantaged job seekers the ability to meet production produc-tion needs of local businesses. Project in support of local objective number four: 23. REMOVAL OF ARCHITECTURAL BARRIERS: ada .... $35,000 Provide accessibility and ADA compliance through the City. The path of the eclipse, roughly rough-ly a 150-mile-wide band from which the annulus can be seen, will stretch diagonally across North America, starting in Central Baja, California, crossing the North Atlantic, and ending in Morocco. Major cities along the path include: El Paso, Texas; St. Louis, Mo.; Springfield, 111.; Toronto; and Halifax, Nova Scotia. The rest of North America will see this event as a partial solar eclipse.
