The Bonds, pursuant to the Resolution and an Indenture of Trust (the "Indenture") and a Final Bond Resolution to be Orem awarded "Tree City USA" designation Orem City was one of twenty cities statewide to have been presented the "Tree City USA" designation from the National Arbor Day Foundation, according to Steve Davis, urban forester for the city. In order to qualify, for the award designation, a community must implement a tree board or department, enact a community tree ordinance, budget $2 per capita for tree care, and observe Arbor Day each year. "The Tree City USA award indicates in-dicates that you take your municipal tree care responsibilities respon-sibilities seriously," John Rosenow, executive director of the National Arbor Day Foundation Founda-tion in Nebraska, told mayors of the award-winning communities. "An effective tree care program is an ongoing process of growth and renewal --- a program of planting and care that continues through the years. Tree City USA is a foundation program which began as a 1976 Bicentennial project co-sponsored by the National Association of State Foresters and the USDA Forest Service. The National League of Cities and the U.S. Conference of Mayors are now co-sponsors co-sponsors as well. In acknowledging the designation designa-tion in an April 26 meeting of the Orem City Council, Mayor Stella Welsh commented on how much trees add to the environment in a positive way. She noted that some cities even plant large numbers of trees to help clean the air. Orem City was awarded a plaque pla-que with a sideboard for future years designations, if they are earned. The award must be applied ap-plied for annually. This is the first year Orem has applied, according to Davis.
