BYU campus Roadblocks to curtail juvenile disturbances Big game licensing procedure change Disturbances caused by juveniles intruding on youth conference activities ac-tivities at Brigham Young University Universi-ty have caused BYU to initiate periodic traffic checks in campus housing areas. Sgt. Dan Evans of the BYU Police Department said roadblocks will be set up randomly from June 12 to August 14 to help minimize disrup tions caused by area youth who are not enrolled in BYU's youth conferences con-ferences but who apparently think the campus is the place to be. Specific problems reported to police include disorderly conduct, alcohol-related offenses, lewdness and violations of Provo's curfew ordinances, or-dinances, he said. Citing widespread abuse of the state's big game licensing procedures, the Board of Big Game Control announced last month that big game licenses will not be sold during the general season deer hunt, October 17-27. The move came after division of Wildlife Resources law en forcement officials explained to Board members how so-called party hunters kill several deer during the eleven-day hunting season, then get non-hunting friends and relatives to buy big game licenses so the illegally taken animals can be tagged. Utah joins a growing list of states which no longer sell hunting licenses during the hunt. The Convention formally adjourns. SEPT. 28, 1787: The Congress of the Confederation resolves to submit the Constitution to the states for ratification. The document is to take effect after 9 of the 13 states approve it. OCT. 27, 1787: The first "Federalist" paper appears in New York City newspapers. It is one of 85 writtehty Alexander Hamilton, James Madison and John Jay, that argue in favor of adoption of the Constitution and a strong 'centralized national government.
