The flags and crosses are placed there by the local Veterans Memorial Committee. What Is Family City USA? "Building families and having fun doing it is what Family City USA is all about," said Norm Nielsen, president of the SCERA Corporation. Last year newspapers estimated over a quarter of a million people attended the five-day celebration of Family City USA. This production of Orem City and the SCERA Corporation was awarded national honors from the National Freedom Foundation for its achievements in promoting the family. "This year promises to be even better, Nielsen said. Family City USA will reappear this year on July 20 and last through July 24. "It will again be a place for families to participate in hands-on learning experiences which build families," Nielsen said. "Daily entertainment, games, exhibits, workshops, and seminars are provided by many community agencies, businesses, artisans, and individuals. Admission to all daily activities is free to all who wish to attend," said Judy Broxton, assistant director of Family City USA. "We want people to have a place to come and learn about the many products and services available to help them," she said. According to Broxton, festivities will be at the SCERA Park in Orem which transforms into a theme park consisting of six villages based on various themes. The villages house activities designed to build families physically, educationally, culturally, financially, civically, and in family values. Within each village are activities focusing on the theme of the village, Broxton said. "For instance, in our home management and education village we'll have such activities as educational games for children, demonstrations of how phonics are learned and computer training," she said. Other villages will provide activities such as ceramics displays, musical performances, financial planning assistance, prenatal care information, carpentry, and outdoor cooking demonstrations, Broxton said. According to Broxton, the festive occasion opens with an evening program honoring families on Sunday, July 20. The villages wjfl open Monday at noon, and wiJJ'be open all day Tuesday through Thursday, closing approximately 8 : 30 p.m. Each evening will feature a major family program in the Shell, SCERA's outdoor theater. Family City USAwill end this year with a grand finale of fireworks presented to music the evening of July 24. The performance will be simulcast on radio. Broxton said. As one mother said about last year's Family City USA, "I came for about three hours everyday. I felt like a sponge soaking it all in -1 haven't learned so much in a long time. Nothing was expensive. I hope carnivals never come back." Program Doubles Fun At Library Experience the fun and enjoyment of good reading this summer by participating in the Shared Reading Program sponsored by the Orem Public Library. Shared Reading is an all-ages reading program for anyone and everyone. Two people - parent and child, brother and sister, Scout leader and Scout, friend and friend -enter into a reading contract. The first person agrees to read a certain number of books by a specific date and discuss each book with the second person. The second person agrees to provide incentive for reading by offering any prize for completing the program - an ice cream, an outing, a book, a vacation, a toy, or even a special privilege. The contracting parties together make all decisions as to reading requirements, rewards, and time period and put these in writing. The Orem Public Library provides the reading contract forms, expert readers' ' counseling, booklists, and official award certificates upon completion of the program. In addition, children completing the program will receive a coupon for a free kids meal at Skipper's; adults and teens will receive a free bookbag. Make this summer a rewarding one. Basketball Camp Begins At MVHS Mountain View High School Basketball Camp will be held June 2nd to June 6th. Those interested in playing basketball are invited to attend. FINDING OF NO SIGNIFICANT IMPACT An environmental review of the project has been made by the City of Orem and is available for public examination and copying at the offices noted below. Based onthis review, the City of Orem has determined that a request for release of project funds will not significantly affect the quality of the human environment environ-ment and hence, an environmental impact statement will not be undertaken under the National Environmental En-vironmental Policy Act of 1969 (P.L. 91-910). PUBLIC COMMENTS ON FINDING All interested agencies, groups or persons disagreeing with these decisions are invited to submit sub-mit written comments for consideration by the City of Orem by June 13, 1986. All comments must clearly clear-ly specify which decision they object to - the Finding of No Significant Impact or the Request for Release of Funds. All comments so received will be considered con-sidered by the City of Orem prior to its taking any administrative action or requesting release of funds on the date listed immediatley above. RELEASE OF GRANT FUNDS The City of Orem will undertake the project described above with Block Grant funds from the U.S. Department of Housing and Urban Development (HUD), under Title I of the Housing and Community Development Act of 1974. The City of Orem is certifying certi-fying to HUD that the City of Orem and S. Blaine Willes, in his official capacity, as Mayor, consent to accept the jurisdiction of the Federal courts if any action is brought to enforce responsiblities in relation rela-tion to enviornmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the City of Orem may use the Block Grant funds, and HUD will have satisif ed its responsibilities respon-sibilities under the National Environmental Policy Act of 1969 and other environmental responsibilities listed in 24 CFR Part 58. HUD will accept an objection objec-tion to its approval of the release of funds and acceptance accep-tance of the certification only if it is on one of the following bases: (a) that the certification was not in fact executed by the Chief Executive Officer or other officer of the City of Orem (b) that the City of Orem's environmental review record for the project indicated omission of a required decision finding, or step applicable ap-plicable to the project in the environmental review process, or (c) another Federal agency has submitted submit-ted written comments pursuant to section 309 of the Clear Air Act or Section 102(c) of NEPA. Objections must be prepared and submitted in accordance with the required procedure (2- CFR Part 58), and may be addressed to HUD: Mr. Howard Kutzer, Dept. of HUD, Executive Tower Bldg., 1405 Curtis Street, Denver, CO 80202. The first officers to serve at Canyon View completed their terms and after receiving many thanks prepared for high school next year. The students hoping to fill their positions began campaigning about a month ago. Posters with campaign slogans were placed on the walls of the school. An assembly was held where the candidates made themselves better known with skits and speeches. Primary elections narrowed the field down to the most popular candidates. The final elections showed the following results: Greg Schauerhamer-President; Caroline Clark - Vice President; Mari Kukahiko - Secretary; Rachel Ure - Activities Committee Chairman; Becky Hawkins, Corrie King, Jenny Lee, Sarah Moody and Julie Sauter -Activities Committee; Russell Zupan - AVA Chairman; Kim Arsenau - Orem City Youth Representative.
