Here Come By Dennis Hinkamp Consumer Information Writer Utah State University The first snow in the Wasatch Mountains and the first Monday Night Football game, and the plethora (I use this word in memory of Howard Cosell's Monday night monologs) of catalogs jamming your mailbox . . . these are sure signs of an approaching winter. If you have ever subscribed to any publication, owned any credit card or given your name and address to anyone other than a close relative, you are probably on someone's mailing list. If you are an average mail order buyer, you will received about 70 catalogs oriented towards Christmas buying. Catalog buying is expected to hit . an all-time high of $45.5 billion for 1985. Most of these sales dollars will be from other than the "big four" -Sears, Penney's, Montgomery Ward 8nd Spiegel. By the way, if you do receive a Montgomery Ward catalog this year, you may want to keep it as a collector's item. The company is getting out of the catalog business after 113 years of service. The majority of catalog sales are for specialty items from the hundreds of catalog sales companies springing up. Browsing through catalogs in the comfort of your own living room does have its advantages, but you should also be aware of the drawbacks. Most of us cringe at the sight of Christmas decorations going up in the malls before Thanksgiving, but the popularity of mail order shopping effectively moves the Christmas shopping season back into October. Catalog shopping requires careful planning. The "Mail Order Rule" enforced by the Federal Trade Commission (FTC) states that a company must ship your merchandise within 30 days of receiving your order unless there is a different snipping time stated in the catalog. If there is a delay, the Police Warn Against Scams Several reports of fraudulent phone soliciting have reached the police department. Officer Gerald Neilson of the Orem Police Department is attempting to warn citizens of the dangers of falling for a telephone scam. Officer Neilson remarked on two separate occurrences that have happened in recent weeks in the Orem vicinity. "We want the public to never give out any information over the phono, especially credit card numbers," said Nielson. "One way they try to get you is by exciting you over a free gift, but don't do it. " One scam being used is the attempt to buy you out with a free gift. One recent report was received when a man on the phone claimed that the victim had won a free Lincoln Continental but that the car could not be delivered until the taxes had been paid. The caller explained Orem Man Joins State Staff David J. Grant, Director of the Utah Economic & Business Development Develop-ment Division announces the appointment appoint-ment of Jonnie R. Wilkinson as a new staff person in the Rural Development Develop-ment Program. He will be working with Ed Meyer, who is the director of that program. Prior to his appointment with the state, Mr. Wilkinson served as a Research Assistant for the Commission Commis-sion for Economic Development in Orem. He was also a Grants Coordinator Coor-dinator for the City of Orem in 1983-84. Prior to those assignments, Mr. Wilkinson was a correspondent for the Deseret News and a reporterEditor for the Orem Geneva Times. The Catalogs company must notify you and offer you the option of a refund. Unfortunately, the term "mailorder "mail-order catalog" is becoming a misnomer because of all the toll-free 800 numbers available. Many catalog purchases are actually ordered arid paid for over the telephone. This presents a loophole. The FTC Mail Order Rule only applies to products ordered through the mail, not to those ordered by telephone. Although this loophole has the potential to leave you unprotected against delays, most reputable catalog sales companies encourage credit card phone orders because they speed delivery. Credit card purchases can be more easily and quickly processed than personal checks sent through the mail. Some die-hard consumers still take the stance that "If I can't touch it first, I don't want to buy it." Catalog sales companies are combating this attitude by improving their return policies. Most reputable companies have return policies similar to retail stores. The exact terms should be written somewhere in the catalog. In the case of damaged merchandise you have the option of 1) if the package is damaged upon arrival, mark the container "refused" and return it to the sender without adding postage, or 2) if the damage is discovered after opening it, enclose a note explaining the problem, repackage it, and new postage and mail it back via certified or insured mail. Keep a record of your postage costs for reimbursement To maximize your savings when buying by catalog, comparison shop as you would in a retail store. Consider not only the purchase price, but also the shipping costs. Some catalog companies offer "free shipping." Note also that if the company is located outside of Utah, you don't have to pay sales taxes. that $300 was required to form a tax shelter and that the car would be delivered in three weeks after the receipt of the money. Police again reiterated that under no situations should a citizen provide any information like credit card numbers or expiration dates. If the caller retrieves this information, they can call any mail order company and order anything available at your expense. Another scam reported just last week related to a phone call that claimed that the person had won $3,000 and that a credit card and expiration date was required to verify the winner. These and other scams including magazine subscriptions might be used. Each resident should be prepared to gather all information about the call and promptly notify the police. Mr. Wilkinson received his Bachelor of Arts degree from Brigham Young University in HistoryPolitical Science in 1977. He has also done some graduate work at BYU in Public Policy. Mr. Wilkinson is married and has two children.
