J 1 PRESENT BUILDING OUTGROWN SEVERAL YEARS AGO The existing County Building was completed comp-leted 54 years ago when the population was approximately 41,000. Today, the County's population is estimated at 200,000 and within 10 to 15 years, it will likely reach 300.000. As the population increased so did the need for more space until today the present county physical faculties are now totally inadequate. New building will cost $5,775,000 The need is real, and if the building is not constructed now, it will likely be built later at a greatly increased cost. Interest rates for the 20 year bond are about 7.5. For the owner of a $60,000 home, the mill levy would be approximately approxi-mately $8.30 per year. Fifty individuals had requested that the city participate with them in the installation of curb, gutter and sidewalk side-walk on their property. The Council approved $67,399.50 from special funds which had been allocated for this purpose. Jack Jones, the director of Public Works, indicat-1 ed that to date $43,358 has been spent for similar projects. In such Special Improvement Projects Pro-jects the City customarily pays for 80 percent of the total cost and the petitioneers pay for the remaining 20 percent. The council discussed the propriety propri-ety of participating in the installation of improvements on three seperate pieces of property owned by one individual, in-dividual, but determined that there wasn't really any reason to deny his requests. These improvement funds are distributed dis-tributed on a first come, first served basis, and City Manager Al Haines indicated that after this funding the monies are essentially exhausted. A .
