The Board of Equalizationand Review as appointed by the City Council of Orem City will meet in the Orem City Council Chambers at the Orem City-Center City-Center Building on the following three consecutive days: from 5:00 to. 6:00 o'clock P.M. on October 23 and 24, 1974, and from 1:00 to 2:00 o'clock P.M. on October 25, 1974. During that time said lists will be ojjen to public inspection inspec-tion and any person feeling aggrieved ag-grieved will have a hearing (1) the question of benefits accruing to any piece of property against which special taxes a re proposed pro-posed to be assessed, and on (2) the amount so proposed to be assessed. E very person whose property is liable to be assessed and who fails to appear before such Board of Equalization and Review Re-view to make any and every objection he may have to the levy of such special tax shall be deemed to have waived all and any objections to such levy except the objection that the governing body failed to obtain jurisdiction to order the making of the improvement to pay the costs and expenses for which such tax is to be levied. The improvements made to the aforementioned streets are as follows: To construct, maintain, patrol, operate and furnish with electric energy for a jieriod of twenty (20) years One Hundred Thirty-three (133) 7,000 lumen Mercury Vapor Lamps to be operated on an all-night schedule for a jieriod of twenty (20) years from Dec. 1, 1974 to November 30, 1994, and to do all other things nece-sary nece-sary to complete the project in a proper and workmanlike manner according to plans, profiles, pro-files, and specifications on file at the Orem City Engineer's office in the Orem City Center Building, Orem, Utah. Special taxes to be levied will be payable in whole within fifteen fif-teen days after the ordinance levying the same becomes effective, or at the ojition of the taxpayer, in twenty equal annual installments as may be provided in said levying ordinance, or-dinance, together with interest as may be determined, paid annually, an-nually, the first such installment in-stallment of principal and interest in-terest to be payable within fifteen days after the effective date of such ordinanace. The property owners may, if they so desire, make monthly payments, pay-ments, equal to one-twelfth ( 112) of the annual payment.
