Show Beehive Company Wins Top Awards SAN DIEGO, CALIF.-The Beehive Bee-hive Company, an all-state Navy recruit company from Utah, won the only two awards offered in their fourth week of competition at the Naval Training Center here. They took top honors at the academic competition and will add a green star to their company com-pany guidon to mark that accomplishment. ac-complishment. Center St., Bountiful, added, "We had more drive and desire to win than any of the other nine companies in our battalion even before we arrived at the Training Center here. Carson, USN, son of Mr. and Mrs. Russell Rus-sell J. Carson of 727 S. Main, Orem, is returning from a Vietnam Viet-nam deployment aboard the heavy cruiser USS Boston. Since June the Boston has successfully suc-cessfully completed nearly 75 gunfire missions on enemy targets. tar-gets. It was credited with the destruction of enemy base camps, troop locations and bunkers from the Demilitarized Zone to south of Danang. Patient Panel To Lady Lions A panel discussion on Mental Health and Emotional Problems of Youth was presented at the opening social of Orem Lady Lions Thursday at the home of Colleen Thatcher, president. Special guest speaker was Dr. Eugene J. Faux, director of the ' Youth Center at Utah State Hospital. Hos-pital. Participating on the panel were patients from the Youth Center. A short business meeting was conducted by Mrs. Thatcher. Mildred Mil-dred Jacobson, secretary, read the 1969-70 financial statement. At a recent meeting of the Board of Family Services, a decision de-cision was made that will permit people receiving Old Age Assistance Assist-ance and Aid to the Disabled to retain earned income under certain cer-tain limitations and still receive public assistance. Presently, this' opportunity is allowed only to people receiving Aid to Families with Dependent Children and Aid to the Blind. Announcement of this decision was made by Richard P. Lindsay, Director, Utah Division of Family Services. He described describ-ed the program as "an incentive that will encourage recipients to obtain employment, develop skills and, in some instances, leave welfare earlier than they might otherwise do." People receiving Old Age As-. sistance and Aid to the Disabled are now permitted, if able, to work part time and keep the first $20 of earned income plus half of the next $60 - or as much as $50 per month as an incentive to find employment. This will permit a maximum monthly income and grant of $140. Utah first allowed incentives for blind recipients of public assistance whose maximum grant now is $100 per month. They are allowed to earn as much as r$285 a month - if they have no supplemental income - but deductions de-ductions will be made from the grant so that combined income and grant cannot exceed $185 , per month. Under the incentive program operating for the category of Aid to Families with Dependent Children in Utah, children in school or in training are allowed allow-ed to keep their earnings for their education without its being i deducted from, the family grant. The typical AFDC family of a 'mother and three children may receive a maximum grant and supplemental income of $194 per month but a mother who has been receiving public assistance may work and keep the first $30 per month of earned income, one-third of the remainder, and reasonable expenses of employment. employ-ment. When income, minus expenses ex-penses of employment, exceed the authorized level that varies according to size of family, then the family becomes ineligible for public assistance. :; Mr. Lindsay explained that most recipients prefer not to receive re-ceive public assistance and a major purpose of the incentive program is to assist people in getting off public assistance. "We believe this incentive-to-work plan will not cost the State of Utah extra money inasmuch as there are very few elderly and disabled recipients who now have earned income deducted from their grants. Our hope is that incentives in-centives will put more recipients closer to employment and independence in-dependence from welfare." Larry S.
