Summit County Concurrency Officer Todd Jarvis scoured the West and found that Wyoming has a similar law. Even though the ordinance's title doesn't include the words "water," "concurrency" or "ordinance," "ordi-nance," the Cowboy State's Subdivision Law has a similar purpose. pur-pose. Like the Basin rule, it aims to ensure that new developments have the water they need. Jarvis says Wyoming developed the law in 1997 after it spent $30 million correcting the problems of faulty water systems. He says it mandates periodic pumping tests and is administered jointly by the Wyoming state engineer's office and the Department of Environmental Quality. Jarvis adds that the Wyoming law proves that Summit County isn't unusual in instituting its concurrency con-currency ordinance. Compared to the 11 -page law with a 64-page guidance document, he says, "I think the Snyderville ordinance is pretty reasonable." Crunching numbers Speaking of the concurrency, the Summit County Commission did a little accounting Thursday regarding the law's financial nuts and bolts. Planning Department Secretary Molly Orgill told the Commission that, after being billed $51,754 to engineering firms for work on the ordinance and collecting $30,162 from water companies, $8,000 remains in the county's concurrency concurren-cy fund. Orgill said the county still owes the engineering firms Montgomery Watson and Stantec about $12,425, more than it has in the concurrency account right now. She added, however, that the county coun-ty will be able to pay the debt when it collects $5,600 owed to it by Summit Water Distribution Company, Ridge at Red Hawk and Park City Municipal.
