Bleyle OF THE RECORD STAFF Years ago, someone in Moab thought developing the Slickrock Moto-cross area for mountain biking might be a good idea. Through the help of a Wtah State University Extension Service's graduate program, that idea became a .reality and Slickrock remains one of Moab's most popular attractions for mountain bikers But the USU program supporting sup-porting graduate research in outdoor out-door recreation and tourism that helped Slickrock, among other innovative tourism projects, has fallen by the wayside, Utah State Senator Lyle Hillyard, (R-Logan), (R-Logan), told The Park Record. In an effort to revamp the program, pro-gram, Hillyard is proposing a bill that would provide $250,000 in funding for the USU outdoor resources program, which works closely with the university's Extension Service offices throughout the state. "It has really been a strongly supported program, but it has dwindled," Hillyard said. The program, which encourages encour-ages multiple uses for recreation lands, is helpful for counties who want to expand their recreation resources, but need help determining deter-mining whether additional uses are feasible. By working with a graduate student to study the financial and environmental realities of a proposed pro-posed recreation plan, Hillyard said, the county will have a specialist spe-cialist help in determining whether or not to move forward with a given idea. The program also offers counties coun-ties a chance to work with all of the parties who would be affected affect-ed if the existing use for a parcel of land were changed. For example, Hillyard said, ranchers, miners, and recreation-ists recreation-ists would all be considered when researching a new recreation or tourism use. Hillyard's bill recognizes that sometimes local governments need assistance in determining the "relationship between outdoor out-door recreation and tourism, and public land management practices prac-tices and policies." The bill's text also indicates it will provide data for the Utah State Legislature and state agencies agen-cies to make decisions regarding tourism and outdoor recreation. Hillyard said he is confident the bill will make it through the Senate with little difficulty, however, how-ever, the crux of his battle for the bill will be proving that the program pro-gram is worthwhile enough to appropriate the full $250,000.
