This year it's Empire. The sorry condition of Park City's streets is becoming becom-ing an annual headache . Empire Avenue, the street which funnels traffic to and from the Park City Ski Area, has been reduced to the state of a country road during monsoon season. And. like Park Avenue a year ago, it will have to wait until spring before any permanent improvement im-provement can be made. According to City Manager Mana-ger Arlene Loble, the resurfacing re-surfacing of Empire has been on the city agenda tor some time. However, she said that the job has been delayed by two other projects, pro-jects, one of which is out of the city's control. One project, Loble said. was tne installation ot new water lines and storm sewers along the edge of the existing pavement, a job which was not completed until late last fall. The other project, she said, is the state-funded construction of the U224 belt route which connects with Empire at the intersection ! with Park Avenue. The city decided that it would be best rwv. "Unfortunately, we had a really early winter, and the state had to stop earlier than expected she explained Loble said that the condition condi-tion of Empire has been aggravated by the volume of traffic from visitors and heavy construction vehicles. To make the road passable, pass-able, she said, it has been graded and gravelled regularly regu-larly since December. Installation In-stallation of a new asphalt surface will begin in the spring, she said, "as soon as it dries out." The contract, with the Salt Lake firm of Gibbons and Reed, calls for the resurfacing resurfac-ing of the street between Park Avenue and the Shadow Sha-dow Ridge Hotel. The cost is being shared by the city and the Park City Ski Area. Loble said that the specifications specifi-cations call for the same surface as the final phase of Park Avenue. "It's supposed to hold a tank, I think."
