The town of Park City' desires to restore its historic City Hall, built in 1885 and the adjacent Ten O'clock whistle structure and old library, located at 524 526 Main Street. It is desired that the exteriors be restored to their original character. Interior renovation should be designed to provide maximum flexibility to accommodate ac-commodate a wide range of varying uses. The restoration must be performed per-formed in compliance with the Secretary of the Interiors In-teriors Standards for rehabilitation so that the project will qualify with ERTA and other tax acts as they apply to the renovation of historic sites. Scope of Project 1. Assessment of the present condition and structural adequacy of the buildings. Recommendations Recommen-dations for structural modifications to achieve code compliance including in-cluding abatement of conditions defined as dangerous by the Dangerous Building Code. 2. Preparation of Design Development Documents for the restoration of all exterior elevations. At least two presentation quality renderings conveying con-veying the character of the restored building should be included. 3. Preparation of Design Development Documents for the interior of the building not attempting to detail specific floor plans but rather indicating the range of floor plans possible within the structural struc-tural confines of the buildings. Plans should include ways of retaining and utilizing areas of historic interest such as the dungeon. 4. Estimate cost to implement im-plement the Design Development Documents. The proposal must include: in-clude: 1. Credentials of the firm and of the Staff to be assigned to the project. Include resumes and other pertinent information. The team should include a qualified structural engineer. 2. Examples of related projects undertaken by the firm. (Returnable upon request.) 3. Estimated cost of initial services. Method to determine total compensation. compen-sation. 4. Estimated cost for full architectural services to include bidding procedures, construction drawings and observation of construction. 5. A brief narrative expressing ex-pressing reasons why the applicant is interested in being considered for the project and what special qualities the City would receive from their assocation. Parcel numbers have been assigned by the BLM Office as identification for convenience in working with the subdivision, and have no reference to legal description. Parcels identified as 3 and 16 are hereby classified for leaseand or sale for recreation and public purposes under the provisions of the Recreation and Public Purpose Act (R&PP) of June 14, 1926 as amended, 44 Stat. 741 (43 U.S.C. 869 et seq.) and the regulations thereunder (43 CFR 2740 and 2912). The Park City Municipality has made application ap-plication for these parcels under the provisions of the R&PP Act in order to use these lands for recreation and open space, and to provide picnic pic-nic areas, city campground, cam-pground, trails for hiking and horseback riding, cross-country skiing, aquatic park, a tot lot, open play area, restrooms and a parking lot for the use of the public. These lands are valuable for public purposes as contemplated con-templated by 43 CFB 2430.4(a) and may properly be classified for lease and disposal under the R&PP Act as stated in 43 CFR 2430.4(c). This classification is consistent con-sistent with the criteria of 43CFR24T0.1(a-d). Parcel 102 is hereby classified for disposal by sale to the public under Section 203 of FLPMA with the proceeds being applied to help retire the federal debt, or by transfer to the State of Utah under Quantity Grant Selection right. LEGAL NOTICE Ordinance No. 82 9(a) AN ORDINANCE AMENDING AMEND-ING ORDINANCE NO. 82-9 to eliminate city coun-CIL coun-CIL REGULATION OF COMMERCIAL REFUSE COLLECTION RATES WHEREAS, Ordinance No. 82-9 sets maximum rates for commercial garbage gar-bage collection, and WHEREAS, the nature of refuse from commercial properties varies considerably con-siderably in bulk, weight, and material so that a standard rate is not always appropriate, and may not reflect seasonal variations, and WHEREAS, the City Council finds that the commercial refuse collection collec-tion rates are better set by contract between the collection company and its customers and by competitve pricing, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL of Park City that: 1. AMENDMENT: Section Sec-tion 3, "Commercial Service" Ser-vice" of Ordinance No. 82-9 82-9 is hereby repealed in its entirety. Section 13, "Franchise Operator" of Ordinance No. 82-9 is hereby amended amen-ded to replace the last sentence of that Section with the following: "If refuse collection is provided by an operator other than the city, that operator shall assume responsibility for setting rates for commercial service ser-vice and billing commercial commer-cial accounts. If commercial commer-cial service is provided by a city franchised operator having exclusive collection collec-tion rights within the city, the rates charged shall be set by the City Council." 2. The public health, convenience and necessity require the boundaries of Summit County Service Area No. 6 to be expanded to include the following property: Willowbend West Planned Plan-ned Unit Development Silver Springs Subdivision Sub-division Phase 1C Silver Springs Subdivision Sub-division Phase 1D Silver Springs Subdivision Sub-division Phase 1E Silver Springs Subdivision Sub-division Phase 1E Silver Springs TownhousesT-4, T-6 Quail Meadows Townhouses Pinebrook Subdivision Plat 6-A Highland Estates Subdivision Sub-division Plats A and B Jeremy Ranch Subdivision Sub-division Plat b Circle J Club at the Jeremy Condominiums Section 2. The area proposed to be annexed shall be included in and designated as Summit County Service Area No. 6. Section 3. The area shall be annexed for the purpose pur-pose of providing road maintenance, including snow removal, for the annexed an-nexed property. Section 4. A tax sufficient suf-ficient to pay for all such services which are fur- ' nished on an extended basis will be annually levied on all taxable property located within the proposed County Service Ser-vice Area. Section 5. On the 26th day of October, 1982 at 5:00 p.m., at the Summit County Courthouse, Coalville, Utah, the Board of County Commissioners of Summit County will meet and hold the public hearing at which time and place all interested persons per-sons may appear and protest, either orally or in writing, the annexation of the proposed territory to Summit County Service Area No. 6 for the furnishing fur-nishing of the proposed service. Property owners of the taxable property in Summit County Service Area No. 6, as proposed, or persons being qualified voters within Summit County Service Area No. 6, as proposed, may file written writ-ten protest with the Board of County Commissioners within thirty (30) days after the conclusion of the hearing.
