The Park City Council voted Thursday to amend ordinance 82-9 to allow commercial trash collection services to set their own rates. According to City Manager Arlene Loble, a one-year contract between the city and G. & S. Waste Disposal was allowed to lapse in July, and the comrjany has been handling its own billing since that time. However, she pointed out that the ordinance setting commercial rates has remained re-mained in force Loble said that Gene Dar-cey Dar-cey of G. & S. Waste Disposal had recently requested an increase in commercial rates because fees being charged by the Park City landfill site had doubled, so that he is now paying $3C to unload a large "three-yard packer." She explained that the council action would give Darcey the right to raise his rates, but that other trash collection companies could compete for commercial customers in Park City. The amendment will have no impact on residential rates, Loble added. Darcey has a contract to handle all residential collection in Park City for an established fee, she said. The city will continue con-tinue to bill residential customers at a rate of $4 per month. Forum on Utah constitutional amendments The Park CitySummit County League of Women Voters is sponsoring a public forum on the Utah constitutional con-stitutional amendments that will be on the ballot in the upcoming election. The forum will be held Thursday, Oct. 21, at 8 p.m., at the Park City Public Library. A representative of the Constitutional Revision Commission will be present to explain the proposed amendments and answer questions from the public. The 1982 amendments are particularly vital to citizens of Utah. For example, one could mean lower residential property taxes, and another could mean higher compensation for state legislators. Adrianna Valaquez is from a beautiful valley, surrounded sur-rounded by mountains, in Colombia, South America. But her hometown of Mellin is a city of two million people and a sub-tropical climate, so her stay this year in Park City is offering a new experience. Adrianna, among several exchange students at Park City High this year, came here under the auspices of International Fellowship and is a guest of Charles Mohns of Summit Park. "I have never seen snow before. It is really pretty, and very cold," she said. It's fortunate that one of her favorite pastimes in this country is shopping, because she has had to spend a lot of time picking out warm clothes for winter. And she just recently bought a ski pass. Customs in Colombia are not that different for young people, she said. She and her friends go to parties and movies, but do not go out alone because of the dangers of the large city. Her father is an engineer with a coffee manufacturing firm. She has two older brothers, and in Park City shares her host parents with their own four children. One of Adrianna 's brothers attends college in Florida, studying engineering. She would like to do the same, hopefully taking up aerospace aero-space engineering a field not available in Colombia. Otherwise, she will study architecture in her home country. Adrianna already has graduated from high school in Colombia but came to Park City high for an enrichment experience. "But it is very hard to make friends. In my country, coun-try, when there are people of other countries, you try to be with them. Here, nobody cares.
