By a tie-breaker 4-3 vote, the Planning Commission approved revised "Plan B" drawings for the first phase of the Silver Pine condos in Deer Valley. But the commission became be-came somewhat confused over the vote, due to revisions revi-sions in the plans. Silver Pine's original plan, presented pre-sented at the Jan. 27 session, was the concept supported by the architect and by planning staff. The revisions, revi-sions, first presented last Wednesday, had been requested re-quested by critical planning commissioners. But the revisions re-visions were approved Wednesday without a' review by staffers in the department. depart-ment. Commissioner Dean Berrett, one of those opposing oppos-ing the project, said it might undermine the planning review re-view process. Commissioner Bill Mam-men Mam-men said the original 18-unit Silver Pine building was too massive and its roof line was too long for its site in the Silver Lake community. He supported the revision, which took the south end of the building and shoved it 20 feet into the front setback. Mammen was joined by Walt Bishop and Rusty Davidson in supporting the revision. They were opposed in the vote by Dean Berrett, Cal Cowher, and Carol Calder, who pointed out they were the members of the commission who had taken a field trip last week to study the site. With Burnis Watts abstaining, it was left to Chairman Greg Lawson to break the tie with a vote for "Plan B". Critics said the revision did not help but hurt the project. Bruce Erickson from J. J. Johnson said the building shift exposed a large area of concrete in the parking structure. Commissioner Cal Cowher said the change would block the view of residents in the Cache project, looking through to Silver Lake Village. And it was not reviewed by Deer Valley's architectural committee, he added. "I was sympathetic to the unbroken-roof problem," he said. "But the scale of Park City Village, which they approved, is just as long." Responded Mammen "First, the Village is in a different zone. Second, if the original buildings in the area weren't there, I wouldn't be so sure about the Village." He said the new Silver Pine plan would break up the roof line. Putting architecture aside, commissioners wondered if they would be setting a bad precedent by approving plans that did not have staff review. Rusty Davidson said there was nothing arbitrary about the new plans. "In this case, we asked for them." Cowher told The Newspaper, News-paper, however, that the commission was amiss in approving plans, subject to standard review, when obviously obvi-ously it hadn't received any standard review before approval. ap-proval. Silver Pine is scheduled for the commission's next meeting on Feb. 24. Blue Ridge proposes employee housing units In Park City, the great question is not "Why are we here?", but "How can we afford to live here?" The question of low-to-moderate income housing is vexing. But now, an answer is being suggested by the Blue Ridge Development Group, which proposes to build 400-500 units in a self-contained community near the intersection of U.S. 40 and Hwy. 248. The prices in so-called low-priced developments usually don't stay that way. The market has a tendency to push them up. But Bob Theobald, an associate of the Blue Ridge project, said the location is a built-in ceiling for high prices. For the same reason, it is unlikely the area would be a magnet for the expensive second-home market. The Group believes it can get the highest and best use from the land, he said, by selling at moderate prices to owners or investors. The project ranges from a one bedroom bath unit, at $60-65,000, $60-65,000, to three bedroom two bath units, at a cost of $90-95,000. The project is set for 312 acres just southwest of the U. 248- U.S. 40 intersection, near the area called Richardson Rich-ardson Flat. Theobald said the developers hope to build 88 units the first year, and about 100 units for every year thereafter. Clark Mower Mo-wer is project manager and chief engineer. A memo from the Blue Ridge Group said it is contemplating a shuttle bus service to run into Park City. The Blue Ridge "community", "commun-ity", it said, will be furnished with a gas station, country store, and an amenity package pack-age for tennis courts or swimming pools. The developers believe everyone will benefit from the project. Blue Ridge, they write in the memo, will give employees affordable, comfortable com-fortable living close to work centers. Employers will have a stable work pool; Park City will benefit from easier traffic and parking conditions; and Summit County will increase its tax base. Theobald said the Blue Ridge engineer has been meeting with the county planning commission for the last year. "We expect Master Mas-ter Plan approval in April," he said.
