Show $1.2 Million Approved By Council For Water Street Improvements At total of $1.2 million has been approved by the City Council for water and street improvements over the next years. The project entails the complete renovation of Park City's water system and the repairing of city streets. New water distribution lines will replace the old system and water meters will be installed in all residences and businesses. As the streets are torn up and new water pipe installed, the streets will be repaved. Of the $1.2 million dollar figure, $770,000 worth of contracts have been approved by the City Council to be awarded to K and P plumbing, Automation Associates, and Glen Lemmons Construction Co. The greater portion of the $770,000 sum is in the form of a $600,000 Farmer's Home Administration Loan. The remaining $170,000 will come from the city's capital improvement fund. Work on the initial phase of the project is slated to begin early this fall and should be completed within a year. Work will begin with the installation of the main distribution water line from the upper reservoir to the 13th Street pumping station. Replacement of the water line will then proceed down King Road to Norfolk Avenue, to 9th Street, up Empire Avenue and back to the pumping station. School Board Closes Contract Negotiations Some of the most important fiscal business of the entire school year transpired at the Park City School District Board of Education meeting the night of June 14. Heading the list was the agreement on the monies and policies between the School Board and Educational Association (teachers and principals) for the coming 1977-78 school year. The negotiations culminated a four month bargaining period characterized by an atmosphere of cooperation and free communication. Most signigicant was an 8 percent across-the-board increase in the salary schedule, at this time the largest raise settled upon by any school district in the state. A beginning teacher's salary with a bachelor's degree will be $9,276 and ranging up to the maximum step on the schedule of $15443 Xpr tea.chejLwith.2 years experieruJetand atnaster's degree.,.. Even with the new increase, Park City's teachers will consume only 55 percent of the total school budget, a full 5 percent below the state average of 60. Other items agreed upon include an early retirement incentive plan, a pregnancy leave plan, an increase in accumulative sick leave to 110 days, the removal of Saturday from the teaching contract, and payment by the Board of increased insurance costs . 1 A summary report on the curriculum Treasure Hills Quarry Mt. Van Martin ended by saying that the final decision would depend on the availabiltiy of water and the establishment of water rights. Quarry Mountain J.J. Johnson, representing Quarry Mountain, responded point to point to the city's annexation policy, listing the benefits which he felt would accrue to the city through annexation of the 167 acres in the Quarry Mountain proposal. Some of the points included: "1. more organized urban growth; 2. economic improvements due to municipal growth ; 3. enlargement of the municipal tax base; and 4. enhancement of the financing of new developments." Also proposed this fall is an additional line connecting the lower reservoir with the main water line at the junction of Heber St. and Main St. Upon completion of the water project, residents will be required to pay water bills based on consumption. Installation of water meters has already begun in businesses located on Main St. There is a possibility that businesses throughout Park City will be billed according to consumption by the fall. PACIFIC BRIDGE WELL In a separate action the City Council approved two contracts worth $39,610 for improvements to the Pacific Bridge water well. A pipe line will be constructed tying the well into the city's existing water system. According to City Manager Wayne Matthews, the improvements will provide an additional 240 gallons of water per minute to the city's water system. The monies for the project will come from the city's utility fund. at the middle school was presented which revealed a departure from "new math" and a return to a more conventional math. The spelling program is also being reviewed and updated with the emphasis on basic spelling and a return to the "spelling bee" concept. The media department at the middle school has been the target of special attention with Dr. Goodworth channeling funds for more library books while at the same time applying for grants totaling $4,500 to upgrade the media centers at both the high school and the middle school. Dr. Goodworth presented the names of four prospective instructors to the School Board, teachers he was "very excited" to have in the program. The resignations of Sharon Aurit and Alene Jensen were accepted. In one final note of business, $400 was appropriated to Recreation Department supervisor Bruce Henderson toward the purchase of $800 soccer goals to facilitate the rapidly growing interest in Park City's newest youth program. A legal budget hearing will be held at the next regular Board meeting Monday, June 27 at 7:30 in the new high school.
