A i Time for spending transparency in Utah Howard Stephenson If citizens could have Web access to state budget information, infor-mation, would they actually use it? The answer to that question in Missouri is a resounding, re-sounding, "Yes!" According to Budget & Tax News htp-JI www.heartland.orgArticle. cfm?artld22128, on September Septem-ber 4, the one-millionth online search occurred at the Missouri Mis-souri Accountability Portal httpymapyourt axes.mo.gov MAPPortalDefault.aspx, or MAP, a Web site created just a few weeks earlier on order of Gov. Matt Blunt (R). The MAP allows online visitors visi-tors to search state budget information in-formation both by broad categories cat-egories and by specific businesses busi-nesses and individuals and is set to include additional in-f or-mation or-mation such as state employee employ-ee salaries by January. Blunt issued an executive order in July to create the Web portal-using exist-ing revenues-thus revenues-thus heeding a call for greater transparency that has been resonating across the country since passage of the Federal Funding Accountability and Transparency Act of 2006. That Act creates a free, publicly searchable Web site for nearly all federal contracts con-tracts and grants. Now, the Utah Legislature will be considering con-sidering legislation to empower em-power citizens to see what their government is doing with their money. On November Novem-ber 14, Senator Wayne Nie-derhauser Nie-derhauser will present to the Interim Revenue and Taxation Taxa-tion committee a proposal similar to Missouri's MAP, which would require school districts, state agencies and the Utah Transit Authority to publish every one of their checks in a searchable, online database. Imagine the first day of school and the teacher is going around the room and it's your turn and you have to say, "My name is Dopey Dwarf and I'm five." Ding, ding, ding; bad home alert. , That kind of thing is such a product of the forties and fifties. My grandmother called me "dopey" all the time. It wasn't capitalized or on my birth certificate, but there it was. And it was up to me to change it if I wanted another name,' like maybe Smarty Pants or Miss Priss. This isn't one of those articles ar-ticles about how in the past we all smoked and drove without seat belts and we grew up just fine. I didn't grow up just fine thinking that those were my only options. I think I would have even felt better being be-ing addressed by my real name which was, maybe, "Get In Here, Right Now." Or "Wait Until Your Father Fa-ther Gets Home." I'm not sure which. I always thought it would be nice to be an Indian (or Native American) Ameri-can) and have a name like Flaming Eagle or Rides Like the Wind, referring to my devastating speed on my two-wheeler. Not my "bike," "my two-wheeler," as to opposed to "my four-wheeler" four-wheeler" which is what babies, like my sister, had to ride. My Indian name would celebrate the amazing amaz-ing warrior that knew I was. My parents, clearly not very intuitive people, actually called me "Betty" "Bet-ty" which is the name of someone boring who could never track a bad guy over rocky ground; so when I went to first grade, I told them my name was "Liz." Liz could beat up the bad guy and bring him into the sheriff before breakfast. That was actually actu-ally Dopey, but there it is. I really wanted to be Tonto. Utah is famous for it's names: LaVell, LaRell, LaRue, we all know one of each. In the south, it's Bobbie Bob-bie Jo or Jimmie Bob. Half the women in my family and Texas-passed legislation legisla-tion this year mandating the creation of searchable Web sites offering comprehensive comprehen-sive information on government gov-ernment expenditures. Names can reflect whether we grew up in a city or on a farm. The nationality or education of our parents and what they wanted us to be. In France they're doing a study on what happens if your name is Achmed or Jamila. There's even going go-ing to be DNA testing to link families, so maybe some little Achmed doesn't sneak by unnoticed as a Hugo or Matteo. My mom always disliked her name, Rosanna. But she could have been Gertrude like her mother and older sister, that would have been infinitely worse. She didn't see it that way. Perhaps I'll start renaming re-naming myself everyday. I could probably do all of the seven dwarves by next weekend. Right now, Sleepy would work but hopefully tomorrow I'll be Happy, and when I babysit my granddaughter, I can be Doc.
