Rogers If you listen to Democrats you'd think that everything wrong about America can be traced to Republicans. And if you listen to Republicans you'd think that everything wrong about America has something to do with Democrats. If that's not enough, listen to political parties that are tired of being called "third parties" and you'll hear them say that everything wrong about America is the re-' re-' suit of "major party" actions. And so it goes. For a moment, at least, I'd like to think about everything that's right about America. We live in a country in which political politi-cal parties can engage in free speech. America enjoys the most productive economy, with all its material benefits, in history. histo-ry. While we may not always experience "justice for all," everyone, regardless of race, gender, ethnicity or national heritage, is free. America the beautiful is without question a topographically stunning country. coun-try. America is a place wherein each individual is free to choose how to worship God, or for that matter whether to worship at all. America respects not only the rule of law but the right to create value from one's work, to own property and to develop personal wealth. Americans are Democrats to The Democratic Party of Utah County announces plans for its annual convention, to be held at 7 p.m., April 21 in the . Provo City Council Chambers, 351 W. Center Street, Provo. The convention is open to the public. All state and local delegates, dele-gates, precinct officers and party officers are asked to attend. at-tend. The purpose of the convention conven-tion is to select candidates for contested positions in state and local government. In addition, the convention will hear messages mes-sages from local and state candidates?'' can-didates?'' 1 The theme of this year's convention is "Make A Difference." Differ-ence." In Utah County as well as elsewhere in the state and nation, the Democratic Party strives to make a difference in .serving the community, promoting pro-moting economic security for all families and preserving our nationis democratic way of life. Those attending the convention con-vention this year will have an opportunity to volunteer for "various positions within the Democratic party. Volunteer Beer sales to minors decrease During 1999 and 2001, Springville City made significant signifi-cant revisions to the Beer Sales Sections of the Springville City Code. These changes were widely publicized publi-cized due to the allowance of beer sales on Sunday. Less .well publicized were the positive posi-tive long-term effects these changes have had on the community. com-munity. Since adoption of new rules in 2001, charges for possession posses-sion of alcohol to a minor have dropped by nearly 50. Criminal charges for supply-' supply-' ing or selling alcohol to a minor mi-nor have become almost nonexistent. non-existent. Moreover, Utah County is promoting a program which closely mirrors the Springville -City program. The county hopes to get all of the cities to follow similar guidelines. Under the Springville City program, there are a limited number of beer sales licenses available. All clerks selling alcohol al-cohol must be over 21 and go through training at the police department. No beer sales may take place through a drive up window. Businesses face civil fines and potential loss of their beer sales license if there are violations viola-tions of the Springvjlle City ordinance. or-dinance. Richard Nance, Director of Utah County Human Services, recently stated that Springville has been a leader in the county on this issue. ' ! , 1 imiitoipnnglitllfplaoiist.org UTA makes route schedule changes To improve service and efficiency effi-ciency throughout the transit system, the UtahTransit Authority Au-thority (UTA) implemented route and schedule changes on Sunday, April 11. UTA makes changes to its bus and TRAX schedules three times a year in response to ridership trends and in response to changing traffic patterns, popular destinations and growth in the region. Changes are made in April, August Au-gust and November. Some of the changes that will go into effect include: - Late night TRAX service continues until 1 a.m. on weekends. week-ends. All participants will be given the lpage handout on terrorism terror-ism and the commonly used weapons of terrorists. (More about these later.) Due to very low rider-ship-less than 5 passengers per trip-Saturday service will be discontinued on Routes 12, 23, 24,33,82, 90, 94, 116, 222 and 442. - Due to rider and community feedback, UTA has decided not to discontinue Saturday service on Route 56. - To replace lost service on Route 116, Route 134 had been adjusted. This route will now serve the areas and provide more frequent night ride service ser-vice to the Poplar Grove and Glendale neighborhoods. - Ski service has discontinued for the season. - In Utah County, Routes 840 and 850 combined into one route. It was almost comforting com-forting to learn the hard facts about these weapons because they all have limitations. Before CERT, you have the scary perception that there's no escaping these bad boys. After CERT you start to think that if you use good judgment and happen to be in the right place at the right time, you might actually ac-tually live through such an attack. at-tack. Upper Diamond Fork start up flow testing The Central Utah Water Conservancy Con-servancy District's contractor (ObayashiClyde, a Joint Venture) Ven-ture) conducted the initial start up flow testing of the Upper Diamond Di-amond Fork Project on Monday, Mon-day, April 12, in Diamond Fork Canyon. The series of tunnels, pipelines and flow control valves and overflow structures are being tested by increasing and decreasing the water flow in 25 cubic feet per second increments in-crements on a 30-minute time step for seven to ten days. Flows in Sixth Water Creek below the Sixth Water Outlet were incrementally increased to a planned maximum flow in the creek of about 300 cubic feet per second during the first day of testing. These flows were reduced re-duced to about 50 cubic feet per second during the second day of tests. Flows in Diamond Fork Creek from Monks Hollow to Off highway vehicles banned On March 16th, the U.S. Forest For-est Service began a wildfire restoration project north of Springville where a fire on Buckeye Mountain burned in July of 2002. In several areas along the foothills barriers were removed to allow access for emergency fire suppression equipment. These areas will be re-barricaded with large rocks and post and pole fencing. A variety of native shrub seedlings will be planted to help restore plants that were destroyed by the fire. However, How-ever, the flow in Diamond Fork Creek will increase and decrease de-crease as the plan is to cycle the test flow across the range of flows at least three times during the test period. Flows in the Spanish Fork River below the confluence with Diamond Fork Creek could increase to about 800 cubic feet per second at various times during dur-ing the test period. The time needed to complete the testing may vary depending on the results of the tests. Fishermen Fish-ermen and campers in Diamond Fork Canyon from Highway 6 to Monks Hollow (7 miles upstream) up-stream) should be aware of the potential high flow danger in and near the edge of the creek and take adequate precautions. there has been an increase in vehicle activity resulting in damage to theBonneville Shoreline Shore-line Trail and the surrounding hillsides. Additional rock barriers will be placed to curtail this illegal motorized traffic and to protect the 18,000 new shrub seedlings that will be planted within the next two months. The barrier work is expected to be completed complet-ed by April 1. Springville City code states that riding ATV's, motorcycles or other motorized vehicles anywhere outside of a public street is considered trespassing onto the property of others and carries a fine.
