South Dakota, Utah and Wyoming will be cracking down on unbuckled drivers and passengers to support a national safety belt enforcement enforce-ment mobilization. "We are working directly with all law enforcement agencies in these states and across the country to support a zero-tolerance policy for for safety belts November 20. 2003 - The Springville Herald - Page Eleven drivers and passengers who disregard state safety belt laws," said Dr. Lou DeCarolis, Administrator of the National Highway Traffic Safety Administration Region VIII office. The enforcement effort will send a clear message that safety belts save lives, and if you are not belted, you will be ticketed. In 2002, the national safety belt use rate hovered at 75 percent. Thanks to the commitment of law enforcement enforce-ment and public information campaigns like this one, the national safety belt use rate has climbed to 79 percent. This is a major achievement, as each percentage point gained represents and 270 lives saved and 4,600 injuries prevented annually. But the work of traffic safety advocates advo-cates to get motorists to buckle up on every trip is far from done. Fifty-nine million Americans Ameri-cans are still unbuckled and two-thirds of motor vehicle occupants that died in crashes last year were unrestrained. This year, everyone is being observed, but special attention will be given to teens and young adults because be-cause compared to others, 18-34 year olds are being killed at much higher rates due to risky driving behav iors, inexperience, and inconsistent in-consistent or non-use of safety belts. Motor vehicle crashes are the leading cause of death for people aged 15-34 15-34 in the United States. "It has been proven that the only way to significantly increase safety belt use is with strong laws and visible, sustained enforcement of these laws. Safety belt mobilizations mobi-lizations are not about writing writ-ing tickets, they're designed to save lives," said DeCar olis. This safety belt mobilization mobiliza-tion is sponsored by the National Highway Traffic Safety Administration, the Air Bag & Seat Belt Safety Campaign, the National Safety Council, the National Transportation Safety Board, Mothers Against Drunk Driving, and state highway safety offices around the country.
