So7 conservation Council fables plan Elding elections for new subdivision By Dixie Welch Plea for approval of a 31-home subdivision on two and a half acre lots occupied the first two and a half hours of the Mapleton city council meeting Jan. 15. The council, reluctant to approve any new subdivision before municipal services become adequate, tabled the matter. Other matters that kept the council in session until midnight included setting another public meeting on minor changes of the master plan, appointments ap-pointments to the planning commission and board of adjustment, and a water project. "We will do anything you require to make the Maple Farm Estates plat conform to Mapleton's needs," said Richard Nixon, developer, "but if you simply don't want us here, there is nothing we can do." Council opposition to the plat stems from the lack of municipal services available. The city's services are at a straining point to serve present residents, and the number of subdivision sub-division requests were submitted previous to this one. This plat brought up the legal question of what to do with streets designated on the master plan but deleted on the proposed plat. The plat shows some streets to be dedicated and constructed and others as easements. The first appeal to the City to develop the land south of Maple and east of Main began in 1974 with concerted efforts of the present group going on for the past seven months. Councilman John Bleggi said he does not approve of deletion of roads from the master plan. The same council that put On the two and a half acre limit also put the road plan in, he said. He also suggested that the developers check out the problems created by the Westwood Subdivision before proceeding further. Councilman Dean Tew questioned the ability of prospective owners of the lots to maintain two and a half acres without the land turning into weed patches, too small to farm profitably, and too large to landscape. He and Bleggi said they could see definite problems in management of irrigation. Nixon answered that the lots would probably be beautifully landscaped, land-scaped, rather than farmed. Bleggi also asked the council to consider the need for recreation facilities to be written into the subdivision plan. The planning commission has reinstated the residential zone on the master plan for zone ordinance for two previously proposed subdivisions because of statements made at the last public hearing. The proposal to zone the foothills non-residential has been dropped. A public hearing will be held Feb. 5 at 6:45 p.m. City engineer Arnold Wilson made an appeal to increase the width of proposed roads to a 56 foot minimum. He also said Main Street should be 100 feet and 400 North 80 feet wide. He also advised that the only way to control growth of the city is through zoning ordinances. The municipal water project is still held up until water rights in Mapleton Canyon are determined. A part time dog catcher has been hired by the city. Ivan Anderson is now on the job. Dogs running loose are a hazard to the sheep and have been responsible for considerable damage, council members said. A. David Stoddard has been appointed ap-pointed chairman of the planning commission. New members of the commission are Hal Black, Roberta James. The Timpanogos soil conservation district will be carrying out election activities for the positions of soil conservation district board supervisors. super-visors. Elections will be by mail from Jan. 24 to Feb. 7. Ballots will be mailed to those presently signed up as cooperators with the district. Any landowner not receiving a ballot and who resides within the district boundaries, Mapleton, Springville, Provo, Orem and the outlying farm areas may request one from the Soil Conservation Service office, room 112, federal building, Provo, or at the Utah State Soil Con servation Commission office, 147 N. 200 West, Salt Lake City, 84103. Soil Conservation Districts are chartered under state law for the purpose of helping land owners solve their soil erosion and water conservation con-servation problems. Springville firm reports $1.2 million valve order An order in excess of $1.2 million has been reported by Valtek, a Springville, Utah-based manufacturer of automatic control valves. Ranging in size from 1-inch to 24-inches 24-inches in diamter, the valves were ordered by Fluor Texas, Inc. of Houston for use in an Algerian gas gathering facility owned by Sonatrach, an Algerian-owned oil company. The order was booked through Valtek's Houston subsidiary whose sales manager, Reid Wayman, handled the arrangements. Larry Haines, Valtek executive vice-president, vice-president, said that production on the order will begin almost immediately in Springville, with shipments fo Algeria commencing in April and continuing through late fall. Nearly 400 control valves in a wide variety of configurations con-figurations are involved, he said. "This is the second largest order placed with Valtek in support of Sonatrach requirements," said Haines. A Sonatrach order for a similar amount was placed with Valtek through JGC, a Japanese firm last year, he said. "This order reflects, in part, a continuing con-tinuing acceleration of oil and gas development worldwide, and successful efforts by Valtek to meet global control Valve requirements," Haines concluded.
