New regulations for grazing domestic livestock on the public lands were announced by the Department of the Interior's Bureau of Land Management. The regulations are the first significant revision of the grazing code since the Department adopted regulations implementing the Taylor Grazing Act of 1934, according to Frank Gregg, BLM director. A significant provision of the revised regulation is that Western livestock operators will be offered grazing permits and leases for terms of ten years in accordance with provisions of the Federal Land Policy and Management Act of 1976. In announcing the publication of the revised regulations, BLM Director Gregg said: "The long-term permit offers the livestock operator a degree of stability both in his grazing privilege and, in the absence of changes in range conditions or other land uses, in the number of livestock he can reasonably expect to graze. At the same time, the regulations provide means to assure protection for soil, water, wildlife, and other public land resources. In combination with an effective range improvement im-provement program, which the Administration is committed to carry out, the regulations will help improve both the rangelands and the economic stability of the public land livestock operators." These exceptions are provided for in the Federal Land Policy and Management Act. Details for reaching a decision to issue a shorter term lease are spelled out in the revised regulations. Ten-year prmits will contain conditions providing that adjustments ad-justments can be made pertaining to the number of livestock, periods of use, and grazing capacity as resource management needs are identified through land use planning and environmental assessment processes. The revised regulations liberalize requirements for the use of base property. The Taylor Grazing Act requires grazing permits to be attached to either base property or to water rights. The old regulations required owners to produce feed for their livestock on their private land. This requirement has been removed. Bureau records pertaining to base property will now be confined to a legal description of the land. Although the land must still be capable of producing livestock feed, the kind of crops the owner actually raises on the base property will be left to his discretion. The Federal Land Policy and Management Act of 1976 assures that domestic livestock grazing will be one of the several multiple uses considered on public lands. In keeping with this Act, the new regulations provide that those livestock operators currently holding a preference will continue to enjoy that preference for forage within their allotments which is allocated for livestock use. Supplemental feeding or installation of improvements im-provements without authorization are prohibited. The Bureau retains authority to indicate in-dicate the location of salting stations on public lands in order to avoid damage to environmentally en-vironmentally sensitive areas or cultural and historic sites. The regulations also strengthen trespass penalties over those in existing regulations, to assure that unauthorized grazing does not adversely ad-versely affect other resource values. The Taylor Grazing Act established a system of grazing districts, and the new regulations treat grazing within the outside these districts in identical iden-tical fashion. Formerly there were two sets of requirements. The regulations also require the Bureau to consider all resource uses and environmental en-vironmental values when authorizing grazing use of the public lands and in the development, construction, con-struction, and maintenance main-tenance of range improvements im-provements needed for grazing management. Revised grazing regulations were published as proposed rulemaking in July 1976 and again in July 1977. The present regulations reflect comments and suggestions received by the Bureau in response to these earlier publications as well as modifications required by the approval of the Federal Land Policy and Management Act in October 1976. DWR offers rewards to violation witnesses The Utah Division of Wildlife Resources pays rewards of up to $500 for information leading to the become effective 30 days later.
